8-ects, a plan to honor Wisconsin veterans, granting bonding authority, and making an appropriation.
9-The people of the state of Wisconsin, represented in
10-senate and assembly, do enact as follows:
11-SECTION 1. 20.866 (2) (t) of the statutes, as affected
12-by 2023 Wisconsin Act 19, is amended to read:
13-20.866 (2) (t)  University of Wisconsin; self−amortiz-
14-ing facilities.  From the capital improvement fund, a sum
15-sufficient for the board of regents of the University of
16-Wisconsin System to acquire, construct, develop,
17-enlarge, or improve university self−amortizing educa-
18-tional facilities and facilities to support such facilities.
19-The state may contract public debt in an amount not to
20-exceed $2,740,855,400 for this purpose.  The state may
21-contract additional public debt in an amount up to
22-$435,866,700 for this purpose.  The state may contract
23-additional public debt in an amount up to $83,875,000 for
24-this purpose.  The state may contract additional public
25-debt in an amount up to $164,922,000 for this purpose.
26-The state may contract additional public debt in an
27-amount up to $110,219,000 for this purpose.  Of those
28-amounts, $4,500,000 is allocated only for the University
29-of Wisconsin−Madison indoor practice facility for ath-
30-letic programs and only at the time that ownership of the
31-facility is transferred to the state.
32-SECTION 2. 20.867 (3) (x) of the statutes, as created
33-by 2023 Wisconsin Act 19, is amended to read:
34-20.867 (3) (x)  Segregated revenue supported build-
35-ing program projects; inflationary project cost overruns.
36-From the capital improvement fund, as a continuing
37-appropriation, all moneys transferred under 2023 Wis-
38-consin Act 19, section 9251 (1), and 2023 Wisconsin Act
39-.... (this act), section 9251 (1), to fund the projects enu-
40-merated under 2023 Wisconsin Act 19, section 9104 (1),
41-including the project created by 2023 Wisconsin Act ....
42-(this act), section 4, in the amounts designated as “segre-
43-gated revenue” in that section for those projects; to fund
44-the other expenditures and allocations designated as
45-“segregated revenue” under 2023 Wisconsin Act 19, sec-
46-tion 9104 (4) to (13); and to offset building program proj-
47-ect budget cost overruns caused by inflation under s.
48-13.48 (2) (L) in a total amount up to $20,000,000.

19+This bill amends the 2023-25 Authorized State Building Program to add the
20+following projects for the University of Wisconsin System:
21+1.  UW–Madison: demolition of an engineering facility and construction of a
22+replacement engineering building.
23+2.  UW–Madison: Kronshage-Jorns-Humphrey Residence Halls additions and
24+renovations.
25+3.  UW–Whitewater: Winther/Heide Hall entry additions and renovations.
26+4.  Systemwide: demolition projects.
27+5.  Systemwide: central plants and utility distribution renovations.
28+In addition to moneys contributed from other funding sources, such as gifts and
29+program revenues, the bill transfers $423,273,000 from the general fund to the
30+capital improvement fund for the purpose of funding these projects, except that the
31+UW–Madison Kronshage-Jorns-Humphrey Residence Halls project is funded solely
32+from program revenue supported borrowing and program revenues.

43+The people of the state of Wisconsin, represented in senate and assembly, do
44+enact as follows:
45+SECTION 1. 20.866 (2) (t) of the statutes, as affected by 2023 Wisconsin Act 19,

111-(1)  PLAN TO HONOR VETERANS.  No later than June 30,
