Date of enactment: March 6, 2024 2023 Senate Bill 896 Date of publication*: March 7, 2024 2023 WISCONSIN ACT 103 AN ACT to amend 20.235 (1) (e) (title) and 20.285 (1) (gb) of the statutes; relating to: funding related to a Minne- sota−Wisconsin student reciprocity agreement and making an appropriation. The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: SECTION 1. 20.235 (1) (e) (title) of the statutes is amended to read: 20.235 (1) (e) (title) Minnesota−Wisconsin public vocational school student reciprocity agreement. SECTION 2. 20.285 (1) (gb) of the statutes is amended to read: 20.285 (1) (gb) General program operations. All moneys received from the operation of educational pro- grams and related programs and as earnings from invest- ments under s. 36.11 (11m) to carry out the purposes for which received, including the transfer of funds to par. (gj), and for payment of any reimbursement obligation under a Minnesota−University of Wisconsin System stu- dent reciprocity agreement providing for waiver of non- resident tuition. All tuition and fees received by the Uni- versity of Wisconsin System under such an agreement and any net obligations received under such an agree- ment shall be credited to this appropriation. In each fiscal year, the Board of Regents shall transfer no more than $30,338,500 from this appropriation account to the medi- cal assistance trust fund. SECTION 3m.0Nonstatutory provisions. (1) Any payment received by this state under s. 39.47 (3) in connection with students enrolled in the University of Wisconsin System for whom nonresident tuition has been waived under an agreement entered into by the Higher Educational Aids Board prior to the effective date of this subsection shall be credited to the appropriation under s. 20.285 (1) (gb), and any related reimbursement obligation shall be paid from the appropriation under s. 20.285 (1) (gb). * Section 991.11, WISCONSIN STATUTES: Effective date of acts. “Every act and every portion of an act enacted by the legislature over the governor’s partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
