17 | 17 | | This bill creates the Office of Violence Prevention in the Department of Health |
---|
18 | 18 | | Services, establishes certain duties with respect to the office, and directs the office |
---|
19 | 19 | | to award grants for community violence intervention. The bill provides that the |
---|
20 | 20 | | office shall coordinate and expand violence prevention activities and work to reduce |
---|
21 | 21 | | the incidences of interpersonal violence and reduce death by homicide. To achieve |
---|
22 | 22 | | these goals, the office must do all of the following: |
---|
23 | 23 | | 1. Establish a violence prevention focus within DHS and any local unit of |
---|
24 | 24 | | government that receives funding from DHS. |
---|
25 | 25 | | 2. Collaborate with other state agencies that are interested or active in the |
---|
26 | 26 | | reduction of interpersonal violence. |
---|
27 | 27 | | 3. Integrate violence prevention education into existing and planned |
---|
28 | 28 | | state-funded substance use and abuse prevention programs. |
---|
29 | 29 | | 4. Support the development and implementation of comprehensive, |
---|
30 | 30 | | community-based violence prevention initiatives within cities and towns across the |
---|
31 | 31 | | state. |

32 | 32 | | 5. Develop sources of funding beyond state revenues to maintain the office and |

52 | 52 | | The bill directs the office to establish and implement a program to award grants |
---|
53 | 53 | | to support effective violence reduction initiatives in communities that are |
---|
54 | 54 | | disproportionately affected by violence. Grants are to be awarded competitively to |
---|
55 | 55 | | counties and cities that are disproportionately affected by violence, and to |
---|
56 | 56 | | community-based organizations that serve the residents of those counties or cities. |
---|
57 | 57 | | Where appropriate, the bill allows two or more counties or cities to submit joint |
---|
58 | 58 | | applications to provide more comprehensive solutions. Grantees must submit to the |
---|
59 | 59 | | office at regular intervals reports that describe the grantee's progress in achieving |
---|
60 | 60 | | the grant objectives. |
---|

63 | 63 | | The people of the state of Wisconsin, represented in senate and assembly, do |

65 | 65 | | SECTION 1. 15.01 (6) of the statutes is amended to read: |
---|
66 | 66 | | 15.01 (6) “Division," “bureau," “section," and “unit" means the subunits of a |
---|
67 | 67 | | department or an independent agency, whether specifically created by law or created |
---|
68 | 68 | | by the head of the department or the independent agency for the more economic and |
---|
69 | 69 | | efficient administration and operation of the programs assigned to the department |
---|
70 | 70 | | or independent agency. The office of credit unions in the department of financial |
---|
71 | 71 | | institutions, the office of the inspector general in the department of children and |
---|
72 | 72 | | families, the office of the inspector general in the department of health services, the |
---|
73 | 73 | | office of violence prevention in the department of health services, and the office of |

103 | 103 | | SECTION 3. 15.194 (2) of the statutes is created to read: |

104 | 104 | | 15.194 (2) OFFICE OF VIOLENCE PREVENTION. There is created an office of violence |
---|
105 | 105 | | prevention in the department of health services. The director of the office shall be |
---|
106 | 106 | | appointed by the governor to serve at the pleasure of the governor. |
---|
107 | 107 | | SECTION 4. 250.25 of the statutes is created to read: |
---|
108 | 108 | | 250.25 Office of violence prevention. (1) PURPOSE. The office of violence |
---|
109 | 109 | | prevention shall coordinate and expand violence prevention activities. |
---|

---|

---|

---|

---|

194 | 194 | | 1. The use of culturally competent and community-wide risk-assessment |
---|
195 | 195 | | tools. |
---|
196 | 196 | | 2. The identification of heavy utilizers of public services. |
---|
197 | 197 | | 3. The provision of cognitive and family-based therapy. |
---|
198 | 198 | | 4. The coordination of available services to combat the spread of violence. |
---|
199 | 199 | | 5. Technical assistance from culturally competent organizations or individuals. |
---|
200 | 200 | | (j) Conduct a statewide public health campaign concerning the effect of |
---|
201 | 201 | | violence, strategies for violence cessation, and the use of alternative dispute |
---|
202 | 202 | | resolution techniques. |
---|
203 | 203 | | (3) GRANTS. (a) The office of violence prevention shall develop and implement |
---|
204 | 204 | | a program to award grants to support effective violence reduction initiatives in |
---|
205 | 205 | | communities that are disproportionately affected by violence, including gun |
---|
206 | 206 | | violence, group violence, suicides, domestic violence, intimate partner violence, and |
---|
207 | 207 | | gender-based violence. |
---|
208 | 208 | | (b) The grants under this subsection shall be used to support, expand, and |
---|
209 | 209 | | replicate evidence-based violence reduction initiatives, including hospital-based |
---|
210 | 210 | | violence intervention programs, evidence-based street outreach programs, and |
---|
211 | 211 | | focused deterrence strategies, that seek to interrupt the cycles of violence, |
---|
212 | 212 | | victimization, and retaliation in order to reduce the incidence of firearm violence. |
---|
213 | 213 | | These initiatives must be primarily focused on providing violence intervention |
---|
214 | 214 | | services and support to the small segment of the population that is identified as |
---|
215 | 215 | | having the highest risk of perpetrating or being victimized by firearm violence. |
---|

246 | 246 | | Where appropriate, 2 or more counties or cities may submit joint applications to |
---|
247 | 247 | | provide more comprehensive solutions. |
---|
248 | 248 | | (d) An applicant for a grant under this subsection shall submit to the office on |
---|
249 | 249 | | a form provided by the office a proposal that includes all of the following: |
---|
250 | 250 | | 1. A problem statement describing the issue or concern followed by a list of |
---|
251 | 251 | | objectives and activities that describe how the applicant proposes to use the grant |
---|
252 | 252 | | to implement an evidence-based violence reduction initiative in accordance with this |
---|
253 | 253 | | subsection. |
---|
254 | 254 | | 2. A statement describing how the applicant proposes to use the grant to |
---|
255 | 255 | | enhance the local coordination of existing violence prevention and intervention |
---|
256 | 256 | | programs and minimize duplication of services. |
---|
257 | 257 | | (e) In awarding grants under this subsection, the office shall give preference |
---|
258 | 258 | | to applicants whose grant proposals demonstrate to the greatest extent all of the |
---|
259 | 259 | | following: |
---|
260 | 260 | | 1. A substantial likelihood of reducing violence in the applicant's community |
---|
261 | 261 | | without contributing to mass incarceration. |
---|
262 | 262 | | 2. Partnership with one or more entities, including community-based |
---|
263 | 263 | | organizations and public agencies, provided that at least one applicant is a |
---|
264 | 264 | | community-based organization. |
---|
265 | 265 | | 3. Leadership reflective of the demographics of the population being served. |
---|
266 | 266 | | 4. Experience working with formerly incarcerated or otherwise |
---|
267 | 267 | | justice-involved individuals. |
---|

299 | 299 | | (f) Each county or city that receives a grant under this subsection shall |
---|
300 | 300 | | distribute not less than one-half of the grant funds awarded to one or more of any |
---|
301 | 301 | | of the following entities: |

302 | 302 | | 1. Community-based organizations. |
---|
303 | 303 | | 2. Indian tribes and tribal organizations. |
---|
304 | 304 | | 3. Public agencies or departments that are primarily dedicated to community |
---|
305 | 305 | | safety or gun violence prevention. |
---|
306 | 306 | | (g) The office shall form a grant selection advisory committee that shall include |
---|
307 | 307 | | persons who have been affected by violence, formerly incarcerated persons, and |
---|
308 | 308 | | persons with direct experience in implementing evidence-based violence reduction |
---|
309 | 309 | | initiatives, including initiatives that incorporate public health, community-based, |
---|
310 | 310 | | or ecological systems approaches. |
---|
311 | 311 | | (h) A grantee under this subsection shall report to the office, on a form provided |
---|
312 | 312 | | by the office and in intervals prescribed by the office, the grantee's progress in |
---|
313 | 313 | | achieving the stated grant objectives. |
---|
314 | 314 | | (i) The office may contract with an entity that has expertise in evaluating |
---|
315 | 315 | | community-based, grant-funded programs to evaluate a grant proposal' s |
---|
316 | 316 | | effectiveness, provided that all of the following are satisfied: |
---|
317 | 317 | | 1. The entity uses both qualitative and quantitative methods in evaluating the |
---|
318 | 318 | | grant proposal. |
---|
319 | 319 | | 2. To the extent practicable, the entity uses participatory action research |
---|
320 | 320 | | methods or other research methods that incorporate subject engagement. |
---|
