11	11	AN ACT to amend 256.35 (3s) (d) 6.; and to create 20.465 (3) (cm), 256.35 (3s)
12	12	(d) 4s. and 256.35 (3v) of the statutes; relating to: grants for
13	13	911-caller-provided health, access, and functional needs information
14	14	structures and making an appropriation.

16	16	Under current law, the Department of Military Affairs must award grants to
17	17	public safety answering points, more commonly known as 911 call centers, for a
18	18	variety of purposes related to advanced 911 operations. In addition, under a separate
19	19	grant program, DMA must award grants to county land information offices for the
20	20	purpose of preparing geographic information systems data to help enable advanced
21	21	911 operations.
22	22	This bill creates an additional grant program under which DMA must award
23	23	grants to public safety answering points and counties for the development and
24	24	maintenance of, and technical assistance for implementing, the county's or public
25	25	safety answering point's capabilities for storing and accessing 911-caller-provided
26	26	health, access, and functional needs information. At least 50 percent of the grants
27	27	made by DMA under the program must be made to rural counties or public safety
28	28	answering points located in rural counties. A grant awarded under the program
29	29	must be for 80 percent of the total anticipated 911-caller-provided health, access,
30	30	and functional needs information project cost, and the grant recipient shall secure
31	31	the remaining 20 percent of funding. Public safety answering points and counties

38	38	that receive a grant under the program must make annual reports to DMA about
39	39	their developed capabilities and must keep their capabilities secure and confidential.
40	40	Under the bill, DMA must create educational materials for the general public
41	41	regarding capabilities for storing and accessing 911-caller-provided health, access,
42	42	and functional needs information.
43	43	For further information see the state and local fiscal estimate, which will be
44	44	printed as an appendix to this bill.
45	45	The people of the state of Wisconsin, represented in senate and assembly, do
46	46	enact as follows:
47	47	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
48	48	the following amounts for the purposes indicated:

54	54	SECTION 2. 20.465 (3) (cm) of the statutes is created to read:
55	55	20.465 (3) (cm) 911 system caller information capabilities. Biennially, the
56	56	amounts in the schedule for the 911 system caller information capabilities grants
57	57	under s. 256.35 (3v).
58	58	SECTION 3. 256.35 (3s) (d) 4s. of the statutes is created to read:
59	59	256.35 (3s) (d) 4s. Advise the department on awarding grants under sub. (3v)
60	60	(b) 1., including advising on appropriate grant purposes and eligibility criteria for the
61	61	grants.

82	82	256.35 (3s) (d) 6. Develop recommendations for service standards for public
83	83	safety answering points, including standards related to capabilities for storing and
84	84	accessing 911-caller-provided health, access, and functional needs information.
85	85	SECTION 5. 256.35 (3v) of the statutes is created to read:
86	86	256.35 (3v) 911 SYSTEM CALLER INFORMATION CAPABILITIES. (a) In this subsection,
87	87	“911 caller” means an individual that lives in a particular county or public safety
88	88	answering point service area in this state regardless of whether the individual has
89	89	previously called 911 or accessed an emergency service.
90	90	(b) The department shall do all of the following:
91	91	1. Award grants to counties and public safety answering points for the
92	92	development and maintenance of, and technical assistance for implementing, the
93	93	county's or public safety answering point's capabilities for storing and accessing
94	94	911-caller-provided health, access, and functional needs information. At least 50
95	95	percent of the grants provided under this subdivision shall be made to rural counties
96	96	or public safety answering points located in rural counties. A grant awarded under
97	97	this subdivision shall be for 80 percent of the total anticipated 911-caller-provided
98	98	health, access, and functional needs information project cost, and the grant recipient
99	99	shall secure the remaining 20 percent of funding.
100	100	2. Create educational materials for the general public regarding capabilities
101	101	for storing and accessing 911-caller-provided health, access, and functional needs
102	102	information.
103	103	(c) A county or public safety answering point that receives a grant under par.
104	104	(b) 1. shall do all of the following:
105	105	1. Provide annual reports to the department detailing the number of residents
106	106	who have opted to use the county's or public safety answering point's capability for

135	135	information. The reports under this subdivision shall describe the impact of the new
136	136	capabilities on the work of 911 operators and first responders and shall include the
137	137	county's or public safety answering point's description of any benefits and drawbacks
138	138	of the new capabilities.
139	139	2. Ensure that any of the county's or public safety answering point's developed
140	140	capabilities for storing and accessing 911-caller-provided health, access, and
141	141	functional needs information is kept secure and confidential so that the data is
142	142	available to only 911 operators and first responders.
