13	13	AN ACT to create 5.05 (11r) and 20.510 (1) (ff) of the statutes; relating to: grants
14	14	for the purchase of election supplies and equipment and making an
15	15	appropriation.

17	17	This bill authorizes the Elections Commission to award grants to
18	18	municipalities for the purchase of election supplies and equipment, including
19	19	electronic poll books. Under the bill, a municipality must apply for a grant no later
20	20	than 180 days before a general election and agree to have the commission conduct
21	21	at least one random inspection of the supplies and equipment that the municipality
22	22	purchases with the grant moneys. Finally, the bill requires the commission to
23	23	conduct an audit of the grant program no later than 90 days after each general
24	24	election and submit an audit report to the legislature.

27	27	The people of the state of Wisconsin, represented in senate and assembly, do
28	28	enact as follows:
29	29	SECTION 1. 5.05 (11r) of the statutes is created to read:
30	30	5.05 (11r) AIDS TO MUNICIPALITIES FOR THE PURCHASE OF ELECTION SUPPLIES AND
31	31	EQUIPMENT. (a) From the appropriation under s. 20.510 (1) (ff), the commission may

40	40	award grants to municipalities for the purchase of election supplies and equipment,
41	41	including electronic poll books. In each biennium, the commission may award grants
42	42	under this subsection in the following amounts:
43	43	1. No more than $2,500,000 to municipalities with a population exceeding
44	44	250,000.
45	45	2. No more than $1,000,000 to municipalities with a population exceeding
46	46	100,000, but not exceeding 250,000.
47	47	3. No more than $500,000 to municipalities with a population exceeding
48	48	50,000, but not exceeding 100,000.
49	49	4. No more than $250,000 to municipalities with a population not exceeding
50	50	50,000.
51	51	(b) A municipality may apply to the commission for a grant under this
52	52	subsection in the manner determined by the commission, but an application must be
53	53	received no later than 180 days before any general election conducted in the
54	54	municipality. No municipality may receive a grant under this subsection unless the
55	55	municipality enters into an agreement with the commission to have the commission
56	56	conduct at least one random inspection of the supplies and equipment that the
57	57	municipality purchases with the grant moneys. The commission shall complete an
58	58	audit of the grant program no later than 90 days after each general election and
59	59	submit an audit report to the legislature under s. 13.172 (2).
