Wisconsin Legislative Council AMENDMENT MEMO One Ea st Ma in Stre e t, Suite 401 • Ma dison, W I 53703 • (608) 266-1304 • le g.council@le gis.wisconsin.gov • http://www.le gis.wisconsin.gov/lc Memo published: February 16, 2024 Contact: Amber Otis, Senior Staff Attorney 2023 Senate Bill 944 Senate Amendment 1 2023 SENATE BILL 944 Under state law, the Director of State Courts maintains an internet site known as “Wisconsin Circuit Court Access” (WCCA), which serves as the internet site for the consolidated court automation program, a statewide electronic circuit court case management system. 2023 Senate Bill 944 requires that the Director of State Courts ensure that, for every crime, the WCCA site provides all of the following categories of information in a format that is searchable by each category of information: The county in which charges were filed. The judge assigned to the case. All cases adjudicated by the judge. The penalty that was imposed, if any, in the case. The bill’s requirements first apply to case management information entered before the bill’s effective date if the information regarding the case is available on WCCA on the bill’s effective date. SENATE AMENDMENT 1 Senate Amendment 1 makes the following changes to the bill: Eliminates the categories of information regarding: (1) the county in which charges were filed; and (2) the imposed penalty, if any. Expands the category relating to case adjudications to apply to all cases adjudicated by the “court official,” rather than by the “judge,” as provided under the bill.
