99 AN ACT to create 115.28 (55v), 118.07 (6) and 121.02 (1) (L) 9. of the statutes;
1010 relating to: required human trafficking prevention instruction in certain
1111 grades and teacher training related to identifying victims of child trafficking.
1212 Analysis by the Legislative Reference Bureau
1313 This bill requires the state superintendent of public instruction, in consultation
1414 with the Department of Children and Families, to develop a model curriculum and
1515 instructional materials for grades 7 to 12 on human trafficking prevention. The
1616 model curriculum and instructional materials must be age appropriate at each grade
1717 level and must include instruction on Internet safety. Beginning in the 2024-25
1818 school year, the bill requires each school board to provide age-appropriate
1919 instruction in human trafficking prevention in grades 7 to 12. Under the bill, the
2020 instruction must be consistent with the model curriculum or a curriculum that is
2121 substantially similar to the model curriculum. Finally, under the bill, school boards
2222 must require full-time school district employees who are required to hold a license
2323 issued by the Department of Public Instruction to receive training in identifying
2424 victims of child trafficking.

2727 The people of the state of Wisconsin, represented in senate and assembly, do

3333 SECTION 1 SENATE BILL 958
3434 SECTION 1. 115.28 (55v) of the statutes is created to read:
3535 115.28 (55v) HUMAN TRAFFICKING PREVENTION MODEL CURRICULUM. In
3636 consultation with the department of children and families, develop a model
3737 curriculum and related instructional materials for grades 7 to 12 on human
3838 trafficking prevention. In developing the model curriculum and instructional
3939 materials, the state superintendent shall ensure that the information is
4040 age-appropriate, as defined in s. 118.019 (1m) (a), at each grade level and that the
4141 curriculum includes instruction related to Internet safety.
4242 SECTION 2. 118.07 (6) of the statutes is created to read:
4343 118.07 (6) Each school board shall require every full-time employee of the
4444 school district governed by the school board who is required by the state
4545 superintendent under s. 115.28 (7) to hold a certificate, license, or permit to receive
4646 training provided by the department in identifying children who are or who are at
4747 risk of being victims of trafficking of a child under s. 948.051. A school district
4848 employee shall receive that training within the first 6 months after commencing
4949 full-time employment with the school district and at least once every 5 years after
5050 that initial training.
5151 SECTION 3. 121.02 (1) (L) 9. of the statutes is created to read:
5252 121.02 (1) (L) 9. In grades 7 to 12, provide age-appropriate instruction in
5353 human trafficking prevention that is consistent with the model curriculum
5454 developed under s. 115.28 (55v) or a curriculum that is substantially similar to the
5555 model curriculum developed under s. 115.28 (55v).
