To obtain a special license plate or card, the person must submit a statement from one of various enumerated types of health care professionals certifying to the Department of Transportation (DOT) that the person has a disability that impairs or limits the ability to walk. 2023 Wisconsin Act 188 allows physical therapists to certify to DOT that a person has a disability that impairs or limits the ability to walk and is thus eligible for a disabled parking license plate or card.
