2023 SENATE BILL 971 
2023 Act 20 created an Office of Literacy, known as the “Wisconsin Reading Center,” in the Department 
of Public Instruction to carry out responsibilities relating to early literacy outcomes. Under the act, the 
State Superintendent of Public Instruction must nominate a director for the office; the nomination is 
subject to Senate confirmation. 
Senate Bill 971 creates appropriations for two responsibilities of the Office of Literacy created by Act 20: 
a literacy coaching program and administration of early literacy grants. 
SENATE AMENDMENT 2 
Senate Amendment 2 specifies that the director of the Office of Literacy is assigned to executive salary 
group 3 under s. 20.923 (4) (c), Stats. 
BILL HISTORY 
Senator Stroebel offered Senate Amendment 2 on February 13, 2024. On February 13, 2024, the Senate 
adopted the amendment and passed the bill, as amended, each on a voice vote.
