1313 AN ACT to create 71.98 (10) of the statutes; relating to: adopting the federal
1414 student loan forgiveness tax exclusion for state tax purposes.
1515 Analysis by the Legislative Reference Bureau
1616 This bill adopts for state income tax purposes the student loan debt relief tax
1717 exclusion under the federal American Rescue Plan Act of 2021. Under federal law,
1818 the student loan debt relief tax exclusion expires after the 2025 tax year. The bill
1919 extends the exclusion for state tax purposes beyond the 2025 tax year.
2020 Because this bill relates to an exemption from state or local taxes, it may be
2121 referred to the Joint Survey Committee on Tax Exemptions for a report to be printed
2222 as an appendix to the bill.

2525 The people of the state of Wisconsin, represented in senate and assembly, do

3232 SECTION 1 SENATE BILL 984
3333 71.98 (10) STUDENT LOAN FORGIVENESS. For taxable years beginning after
3434 December 31, 2023, section 9675 of P.L. 117-2, notwithstanding the taxable year
3535 limitations under section 9675 (a) (5) of P.L. 117-2.
