15 | 15 | | from 1983 to 1987 after serving as an officer in the U.S. Navy from 1961 to 1965 and |

16 | 16 | | after an extensive public service career, serving as Wausau city attorney and |

17 | 17 | | Marathon County assistant district attorney, as majority leader of the Wisconsin |

18 | 18 | | State Assembly, and, under Governor Patrick Lucey, as secretary of the Department |

19 | 19 | | of Administration and secretary of the Department of Natural Resources; and |

20 | 20 | | Whereas, during his term in office, Governor Earl, with the help of an expert |

21 | 21 | | and committed staff and administration, accomplished a long list of important, |
---|
22 | 22 | | lasting policy changes, including bringing the state back to stable fiscal ground after |

23 | 23 | | near-insolvency and creating the Budget Stabilization Fund, resurrecting the |

24 | 24 | | state's public defender system, creating new laws to protect the rights of the |

25 | 25 | | LGBTQ+ community, making Wisconsin a community marital property state, |

26 | 26 | | passing one of the nation's most stringent acid rain laws to protect our waters, and |

27 | 27 | | chairing the international commission that created the Great Lakes Charter, the |

56 | 56 | | Energy, Clean Air and Climate Change, the Center for Clean Air Policy, and the |

57 | 57 | | Great Lakes Protection Fund; and |

58 | 58 | | Whereas, Governor Earl was the proud father of four daughters who embody |

59 | 59 | | his legacy in their commitment to equity, environmental protection, social justice, |

60 | 60 | | and democratic governance; and |

61 | 61 | | Whereas, Governor Earl proved himself to be a courageous champion and bold |
---|
62 | 62 | | innovator of government, policy, and conservation in the great Wisconsin progressive |
---|
63 | 63 | | tradition of U.S. Senator Gaylord Nelson and U.S. Rep. David Obey, while also |
---|
64 | 64 | | shunning partisanship, working with those from every part of the political spectrum, |

65 | 65 | | including appointing leaders from the other party to state posts; and |

66 | 66 | | Whereas, the people of Wisconsin join the family of Governor Earl in mourning |

67 | 67 | | the passing of this brilliant public servant and advocate, who often embraced risk to |

68 | 68 | | his own career in order to better the lives of the citizens of our state, and do honor |
