1212 Relating to: proclaiming November 20, 2023, as Wisconsin's Transgender Day of
1313 Remembrance.
1414 Whereas, Transgender Day of Remembrance, which occurs annually on
1515 November 20, is a day to memorialize those who have been murdered as a result of
1616 transphobia and to bring attention to the continued violence endured by the
1717 transgender and nonbinary community; and
1818 Whereas, Transgender Day of Remembrance was founded in 1999 by
1919 Gwendolyn Ann Smith, a transgender woman, to memorialize the murder of
2020 transgender woman Rita Hester in Allston, Massachusetts; and
2121 Whereas, since its inception, Transgender Day of Remembrance has evolved
2222 into an international day of action; and
2323 Whereas, the American Medical Association recognizes the violence that
2424 transgender and nonbinary people face in our society as an epidemic; and
2525 Whereas, transgender Americans face discrimination and violence at
2626 unacceptable rates, and in 2021, the Human Rights Campaign received a record

4747 Whereas, in 2022, at least 38 transgender or nonbinary people were reported
4848 killed; and
4949 Whereas, the American value of self-determination is under attack when a
5050 transgender person is murdered in a crime of hate; now, therefore, be it
5151 Resolved by the senate, the assembly concurring, That the Wisconsin
5252 Legislature does hereby recognize and proclaim November 20, 2023, to be
5353 Wisconsin's Transgender Day of Remembrance.
