1212 Relating to: proclaiming May 2023 to be Maternal Health Month in Wisconsin.
1313 Whereas, the family, in which mothers perform a crucial role, is a major social
1414 institution in Wisconsin and throughout the world that provides tremendous value
1515 to both its members and society as a whole; and
1616 Whereas, mothers have an indispensable role in building and transforming
1717 society and culture and moving our state, country, and world forward, remaining
1818 steadfast in their pursuit of a better and brighter future for their children; and
1919 Whereas, mothers have a unique bond with their children, and the health of
2020 mothers is directly tied to the health of their children both prenatal and postpartum;
2121 and
2222 Whereas, the mental and behavioral health of mothers is crucial to the health
2323 of their families and children; and
2424 Whereas, the suicide rate for mothers within 365 days postpartum in Wisconsin
2525 is 2.0 per 100,000; and

4343 Whereas, in 2021, there were a total of 56 pregnancy-associated deaths within
4444 365 days postpartum, a mortality ratio of 90.6 per 100,000 live births; and
4545 Whereas, Wisconsin has significant racial disparities in maternal mortality
4646 rates, with pregnancy-related mortality rates for non-Hispanic Black mothers five
4747 times greater than non-Hispanic White mothers, which must be addressed; and
4848 Whereas, the work of mothers is of paramount importance but is often
4949 undervalued, unnoticed, and underappreciated; and
5050 Whereas, mothers are breadwinners, community leaders, advocates, allies, and
5151 pillars of the family that have, for generations, blazed new paths, opened up new
5252 possibilities, and widened circles of opportunity for their daughters and sons; and
5353 Whereas, Wisconsin has a proven record of meeting challenges and creating
5454 positive change, and we are committed to making mothers' lives better and ensuring
5555 their health and prosperity; and
5656 Whereas, Mother's Day is celebrated in May across Wisconsin and nationwide;
5757 and
5858 Whereas, mothers and the institution of motherhood are worthy of honor and
5959 affirmation; now, therefore, be it
6060 Resolved by the senate, the assembly concurring, That the members of the
6161 Wisconsin Legislature call upon the people of Wisconsin to observe May 2023 as
6262 Maternal Health Month in Wisconsin with honor, affirmation, and respect for
6363 mothers in our state; and, be it further
6464 Resolved, That the legislature calls upon the people of Wisconsin to express
6565 their honor, affirmation, love, respect, and gratitude to mothers everywhere; and, be
6666 it further
