1313 Relating to: proclaiming the month of October 2023 as Breast Cancer Awareness
1414 Month.
1515 Whereas, the National Cancer Institute estimates that 297,790 women in the
1616 United States will be diagnosed with breast cancer in 2023, comprising over 15
1717 percent of all new cancer cases; and
1818 Whereas, the National Cancer Institute estimates that 43,170 women in the
1919 United States will die from breast cancer in 2023, comprising over 7 percent of all
2020 cancer deaths; and
2121 Whereas, the Centers for Disease Control and Prevention reported that 2,276
2222 men in the United States were diagnosed with breast cancer in 2017, while 510 men
2323 died from the disease; and
2424 Whereas, the National Cancer Institute reported that the age-adjusted
2525 incidence rate for breast cancer between 2016 and 2020 for Wisconsin women was
2626 134.6 cases per 100,000 people each year, which was about 6 percent higher than the
2727 national incidence rate; and

4646 Whereas, the American Cancer Society recommends that all women above the
4747 age of 45 be screened with a mammogram at least once per year; and
4848 Whereas, the early detection and diagnosis of breast cancer can improve the
4949 odds that a person will survive breast cancer; and
5050 Whereas, a study from the Radiological Society of North America attributed the
5151 40 percent decline in the national female breast cancer mortality rate between 1989
5252 and 2017 to the increased use of mammograms and improvements to treatment; and
5353 Whereas, the Wisconsin Legislature has the opportunity to bring awareness to
5454 this vital public health issue; now, therefore, be it
5555 Resolved by the senate, the assembly concurring, That the members of the
5656 Wisconsin Legislature proclaim the month of October 2023 as Breast Cancer
5757 Awareness Month to promote awareness, early detection, and treatment of breast
5858 cancer.
