1212 To amend section 2 of article I of the constitution; relating to: slavery or
1313 involuntary servitude in punishment of a crime (first consideration).
1414 Analysis by the Legislative Reference Bureau
1515 The Wisconsin Constitution prohibits slavery and involuntary servitude, but
1616 the constitution includes an exception to that prohibition if the slavery or
1717 involuntary servitude is imposed as punishment for a crime for which an individual
1818 has been duly convicted. This constitutional amendment, proposed to the 2023
1919 legislature on first consideration, eliminates that exception. Under this
2020 constitutional amendment, slavery and involuntary servitude are prohibited
2121 without exception.
2222 A proposed constitutional amendment requires adoption by two successive
2323 legislatures, and ratification by the people, before it becomes effective.
2424 Resolved by the senate, the assembly concurring, That:
2525 SECTION 1. Section 2 of article I of the constitution is amended to read:
2626 [Article I] Section 2. There shall be neither slavery, nor involuntary servitude
2727 in this state, otherwise than for the punishment of crime, whereof the party shall
2828 have been duly convicted.

4040 Be it further resolved, That this proposed amendment be referred to the
