1313 To amend so as in effect to repeal section 13 of article XIII of the constitution;

1717 This constitutional amendment, proposed to the 2023 legislature on first
1818 consideration, eliminates the constitutional restriction that only a marriage between
1919 one man and one woman shall be valid or recognized as a marriage in this state and
2020 the provision that a legal status identical or substantially similar to that of a
2121 marriage for unmarried individuals shall not be valid or recognized in this state.
2222 A proposed constitutional amendment requires adoption by two successive
2323 legislatures, and ratification by the people, before it can become effective.
2424 Resolved by the senate, the assembly concurring, That:
2525 SECTION 1. Section 13 of article XIII of the constitution is amended so as in
2626 effect to repeal said section:
2727 [Article XIII] Section 13. Only a marriage between one man and one woman
2828 shall be valid or recognized as a marriage in this state. A legal status identical or

4141 substantially similar to that of marriage for unmarried individuals shall not be valid
4242 or recognized in this state.
4343 Be it further resolved, That this proposed amendment be referred to the
4444 legislature to be chosen at the next general election and that it be published for three
4545 months previous to the time of holding such election.
