13	13	Relating to: proclaiming January 2024 as Human Trafficking Awareness and
14	14	Prevention Month in the state of Wisconsin.
15	15	Whereas, human trafficking occurs when a person is recruited, harbored,
16	16	obtained, or transported through force, fraud, or coercion for the purpose of sexual
17	17	exploitation, commercial sex acts, or labor exploitation; and
18	18	Whereas, human traffickers disproportionately target at-risk populations,
19	19	including individuals who have experienced or been exposed to other violence, such
20	20	as child abuse and maltreatment and community violence, and those who are
21	21	disconnected from support networks, such as runaway and homeless youth,
22	22	unaccompanied minors, and persons displaced by natural disasters; and
23	23	Whereas, since 2007, more than 82,000 total cases of human trafficking have
24	24	been reported to the National Human Trafficking Hotline; and
25	25	Whereas, the average age a trafficking victim enters the sex trade in the United
26	26	States is between 12 and 14 years old; and

44	44	Whereas, in 2022, an estimated one-out-of-six endangered runaways reported
45	45	to the National Center for Missing and Exploited Children were likely child sex
46	46	trafficking victims; and
47	47	Whereas, a 2019 U.S. Department of State report found that advocates reported
48	48	a growing trend of traffickers targeting individuals with disabilities and an increase
49	49	in the use of social media platforms to recruit and advertise victims of human
50	50	trafficking; and
51	51	Whereas, human trafficking has been reported in all 72 counties in this state,
52	52	and it is a crime found in rural, urban, and suburban communities; and
53	53	Whereas, human trafficking is modern-day slavery, a practice that is in direct
54	54	opposition to the fundamental principles of liberty and human rights upon which our
55	55	nation was founded; and
56	56	Whereas, to combat human trafficking in our state, our citizens must be aware
57	57	of the realities of human trafficking, educated to recognize victims of human
58	58	trafficking, and dedicated to stopping it; and
59	59	Whereas, a resolution passed by the U.S. Senate on June 22, 2007, has forever
60	60	marked January 11 as a day of awareness and vigilance for the countless victims and
61	61	survivors of human trafficking around the world; and
62	62	Whereas, Wisconsin has zero tolerance for human trafficking, and eliminating
63	63	human trafficking is a goal shared by all Americans who believe in freedom and
64	64	liberty for all people; now, therefore, be it
65	65	Resolved by the senate, the assembly concurring, That the members of the
66	66	Wisconsin Legislature proclaim January 2024 as Human Trafficking Awareness and
67	67	Prevention Month in the state of Wisconsin.
