1212 AN ACT to create 255.075 of the statutes; relating to: requiring first
1313 responders to be trained to administer epinephrine delivery systems.

1515 This bill requires first responders to be trained in how to recognize signs and
1616 symptoms of severe allergic reactions, standards and procedures for the storage and
1717 administration of an epinephrine delivery system, and emergency follow-up
1818 procedures after an epinephrine delivery system is administered and requires first
1919 responders to have an epinephrine delivery system available to the first responder
2020 for use at all times while on duty. First responders include conservation wardens,
2121 correctional officers, emergency medical responders, emergency medical services
2222 practitioners, firefighters, and law enforcement officers. The Department of Health
2323 Services is required to identify organizations that conduct trainings that cover all
2424 the subjects that first responders are required to be trained in under the bill.
2525 Finally, the bill allows DHS to distribute epinephrine delivery systems to first
2626 responders who are trained in all subjects described under the bill or to employers
2727 of first responders who are trained in all subjects described under the bill to be used
2828 by those first responders.

3636 SECTION 1
3737 The people of the state of Wisconsin, represented in senate and assembly, do
3838 enact as follows:
3939 SECTION 1. 255.075 of the statutes is created to read:
4040 255.075 Use of epinephrine delivery systems by first responders. (1)
4141 In this section:
4242 (a) XAdministerY means to directly apply an epinephrine delivery system to
4343 the body of an individual.
4444 (b) XEpinephrine delivery systemY has the meaning given in s. 255.07 (1) (cm).
4545 (c) XFirst responderY means any of the following:
4646 1. Conservation warden under s. 23.10.
4747 2. Correctional officer, as defined in s. 102.475 (8) (a).
4848 3. Emergency medical responder, as defined in s. 256.01 (4p).
4949 4. Emergency medical services practitioner, as defined in s. 256.01 (5).
5050 5. Firefighter, as defined in s. 36.27 (3m) (a) 1m.
5151 6. Law enforcement officer, as defined in s. 165.85 (2) (c).
5252 (2) The department shall identify organizations that conduct trainings, either
5353 online or in person, that cover all of the subjects required under sub. (3). The
5454 department shall compile a list of all organizations identified under this subsection,
5555 post the list on the department[s website, and update the list as necessary.
5656 (3) Each first responder shall be trained in all of the following:
5757 (a) How to recognize signs and symptoms of severe allergic reactions,
5858 including anaphylaxis.
5959 (b) Standards and procedures for the storage and administration of an
6060 epinephrine delivery system.

8787 (c) Emergency follow-up procedures after an epinephrine delivery system is
8888 administered.
8989 (4) Each first responder shall have an epinephrine delivery system available
9090 to the first responder for use at all times while on duty.
9191 (5) From the appropriation under s. 20.435 (1) (a), the department may
9292 distribute epinephrine delivery systems to first responders who are trained in all
9393 subjects described under sub. (3) or to employers of first responders who are trained
9494 in all subjects described under sub. (3) to be administered by those first responders.
