18 | 18 | | procedures after an epinephrine delivery system is administered and requires first |

19 | 19 | | responders to have an epinephrine delivery system available to the first responder |

20 | 20 | | for use at all times while on duty. First responders include conservation wardens, |
---|
21 | 21 | | correctional officers, emergency medical responders, emergency medical services |
---|
22 | 22 | | practitioners, firefighters, and law enforcement officers. The Department of Health |
---|
23 | 23 | | Services is required to identify organizations that conduct trainings that cover all |
---|
24 | 24 | | the subjects that first responders are required to be trained in under the bill. |

25 | 25 | | Finally, the bill allows DHS to distribute epinephrine delivery systems to first |
---|
26 | 26 | | responders who are trained in all subjects described under the bill or to employers |
---|
27 | 27 | | of first responders who are trained in all subjects described under the bill to be used |

37 | 37 | | The people of the state of Wisconsin, represented in senate and assembly, do |
---|
38 | 38 | | enact as follows: |

39 | 39 | | SECTION 1. 255.075 of the statutes is created to read: |
---|
40 | 40 | | 255.075 Use of epinephrine delivery systems by first responders. (1) |
---|
41 | 41 | | In this section: |
---|
42 | 42 | | (a) XAdministerY means to directly apply an epinephrine delivery system to |
---|
43 | 43 | | the body of an individual. |
---|
44 | 44 | | (b) XEpinephrine delivery systemY has the meaning given in s. 255.07 (1) (cm). |
---|
45 | 45 | | (c) XFirst responderY means any of the following: |
---|
46 | 46 | | 1. Conservation warden under s. 23.10. |
---|
47 | 47 | | 2. Correctional officer, as defined in s. 102.475 (8) (a). |
---|
48 | 48 | | 3. Emergency medical responder, as defined in s. 256.01 (4p). |
---|
49 | 49 | | 4. Emergency medical services practitioner, as defined in s. 256.01 (5). |
---|
50 | 50 | | 5. Firefighter, as defined in s. 36.27 (3m) (a) 1m. |
---|
51 | 51 | | 6. Law enforcement officer, as defined in s. 165.85 (2) (c). |

52 | 52 | | (2) The department shall identify organizations that conduct trainings, either |
---|
53 | 53 | | online or in person, that cover all of the subjects required under sub. (3). The |
---|
54 | 54 | | department shall compile a list of all organizations identified under this subsection, |
---|
55 | 55 | | post the list on the department[s website, and update the list as necessary. |
---|
56 | 56 | | (3) Each first responder shall be trained in all of the following: |
---|
57 | 57 | | (a) How to recognize signs and symptoms of severe allergic reactions, |
---|
58 | 58 | | including anaphylaxis. |
---|
59 | 59 | | (b) Standards and procedures for the storage and administration of an |
---|
60 | 60 | | epinephrine delivery system. |
