1111 AN ACT to create 66.0601 (1) (d) of the statutes; relating to: local guaranteed

1414 This bill prohibits a political subdivision from expending moneys of the
1515 political subdivision for the purpose of making payments to individuals under a
1616 guaranteed income program. XGuaranteed income programY is defined under the
1717 bill to mean a program under which individuals are provided with regular periodic
1818 cash payments that are unearned and that may be used for any purpose. Programs
1919 under which an individual is required to perform work or attend training are not
2020 Xguaranteed income programsY under the bill.
2121 The people of the state of Wisconsin, represented in senate and assembly, do
2222 enact as follows:
2323 SECTION 1. 66.0601 (1) (d) of the statutes is created to read:
2424 66.0601 (1) (d) Guaranteed income program. 1. In this paragraph:
2525 a. XGuaranteed income programY means a program under which individuals

3939 b. XPolitical subdivisionY means a city, village, town, or county.
4040 2. No political subdivision may expend moneys of the political subdivision,
4141 including shared revenue payments under subch. I of ch. 79, moneys raised by
4242 levying taxes, or fee revenues, for the purpose of making payments to individuals
4343 under a guaranteed income program.
