1212 This bill requires the Department of Workforce Development to establish a
1313 program to award a grant annually to provide workforce literacy services in this
1414 state. To be eligible to receive the grant, an organization must be a nonprofit entity
1515 located in this state that provides or supports adult literacy services or community-
1616 based literacy programs in over half of Wisconsin[s counties. An organization that
1717 receives a grant may use the money to teach workforce readiness skills, basic
1818 literacy skills, and digital literacy, to provide GED and HSED preparation and
1919 testing, to provide other literacy programs related to building and strengthening
2020 the state[s workforce, or to provide training, programming, supplies, materials, or
2121 other professional support to an organization that provides direct adult literacy
2222 services.
2323 For further information see the state fiscal estimate, which will be printed as
2424 an appendix to this bill.
2525 The people of the state of Wisconsin, represented in senate and assembly, do
2626 enact as follows:
2727 SECTION 1. 106.145 of the statutes is created to read:

3535 106.145 Workforce literacy grant program. (1) The department shall
3636 establish a program to provide an annual grant to an organization to support
3737 workforce literacy in this state.
3838 (2) To be eligible for a grant under sub. (1), an organization shall meet all of
3939 the following requirements:
4040 (a) Be a nonprofit entity.
4141 (b) Be located in this state.
4242 (c) Provide adult literacy services or support community-based literacy
4343 programs in over half of this state[s counties.
4444 (3) An organization that receives a grant under sub. (2) may use the grant for
4545 any of the following purposes:
4646 (a) Teaching workforce readiness skills.
4747 (b) Providing preparation for and administration of exams to receive general
4848 educational development certificates and declarations of equivalency of high school
4949 graduation.
5050 (c) Teaching digital literacy skills.
5151 (d) Teaching other literacy programs related to building and strengthening
5252 this state[s workforce.
5353 (e) Providing support services, training, programming, supplies, materials, or
5454 any other professional support to an organization that directly provides any of the
5555 services or programs described in pars. (a) to (d) to adult learners.
