1111 AN ACT to amend 106.015 (1) of the statutes; relating to: required ratio of
1212 journeyworkers to apprentices in apprenticeship programs and contracts.
1313 Analysis by the Legislative Reference Bureau
1414 Under current law, the Department of Workforce Development may not
1515 prescribe, enforce, or authorize a ratio of apprentices to journeyworkers for
1616 apprenticeship programs or apprentice contracts that requires more than one
1717 journeyworker for each apprentice. This bill increases the allowable ratio to one
1818 journeyworker to two apprentices.
1919 The people of the state of Wisconsin, represented in senate and assembly, do
2020 enact as follows:
2121 SECTION 1. 106.015 (1) of the statutes is amended to read:
2222 106.015 (1) Except as provided in sub. (2), the department may not prescribe,
2323 enforce, or authorize, whether through the promulgation of a rule, the issuance of a
2424 general or special order, the approval of an apprenticeship program or apprentice
2525 contract, or otherwise, a ratio of apprentices to journeyworkers for apprenticeship

3636 SECTION 1

3939 SECTION 2. Initial applicability.
4040 (1) This act first applies to an apprenticeship contract governed by a collective
4141 bargaining agreement that contains provisions that are inconsistent with this act
4242 on the day that the agreement expires or is extended, modified or renewed,
4343 whichever occurs first.
