AN ACT to create 230.35 (6) of the statutes; relating to: requiring state 
employees to perform their work at the offices of their employer.
Analysis by the Legislative Reference Bureau
Under this bill, state agencies must require employees to perform their work 
in person at state agency offices during the employee[s regularly scheduled work 
hours, beginning July 1, 2025.  The bill exempts telehealth services and duties that 
were performed off site before March 1, 2020.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do 
enact as follows:
SECTION 1. 230.35 (6) of the statutes is created to read:
230.35 (6) (a)  In this subsection, Xstate agencyY has the meaning of XagencyY 
given in s. 230.03 (3), except that Xstate agencyY includes the Board of Regents of 
the University of Wisconsin System, the legislature, the courts, and a board, a

commission, a committee, a council, or a department or unit thereof or an authority 
created under subch. II of ch. 114 or under ch. 231, 232, 233, 234, 237, 238, or 279.
(b)  Each state agency shall require employees of that state agency to perform 
their assigned work duties at the offices of the state agency during the employee[s 
regularly scheduled work hours. This paragraph does not apply to telehealth 
services or duties that were performed off site, rather than at the offices of the state 
agency, before March 1, 2020.
SECTION 2.  Effective date.
(1)  This act takes effect on July 1, 2025.
