AN ACT to repeal 20.455 (2) (fc); to create 20.455 (2) (fc) of the statutes; 
relating to: school safety grants and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Office of School Safety in the Department of Justice to 
establish a competitive grant program that is open to public and private schools for 
grants to improve the safety of school buildings and to provide security training to 
school personnel.  In administering the program, the Office of School Safety must 
give preference to applicants that have not yet received a school safety grant from 
DOJ. The bill provides $30,000,000 for these grants and specifies that the 
maximum amount DOJ may award to an applicant is $20,000. The bill also 
requires the Office of School Safety to submit an annual report related to these 
grants to the Joint Committee on Finance.  Finally, the grant program sunsets on 
July 1, 2027.

The people of the state of Wisconsin, represented in senate and assembly, do 
enact as follows:

SECTION 1
SECTION 1.  20.005 (3) (schedule) of the statutes:  at the appropriate place, 
insert the following amounts for the purposes indicated:

20.455 Justice, department of
(2) LAW ENFORCEMENT SERVICES
(fc)  School safety competitive grantsGPR B $30,000,000 -0-
SECTION 2.  20.455 (2) (fc) of the statutes is created to read:
20.455 (2) (fc)  School safety competitive grants. Biennially, the amounts in the 
schedule for grants under 2025 Wisconsin Act .... (this act), section 4 (1).
SECTION 3.  20.455 (2) (fc) of the statutes, as created by 2025 Wisconsin Act .... 
(this act), is repealed.
SECTION 4. Nonstatutory provisions.
(1)  SCHOOL SAFETY COMPETITIVE GRANT PROGRAM.
(a)  In this subsection:
1.  XOfficeY means the office of school safety in the department of justice.
2.  XPrivate schoolY has the meaning given in s. 115.001 (3r).
3.  XPublic schoolY has the meaning given in s. 115.01 (1).
4.  XTribal schoolY has the meaning given in s. 115.001 (15m).
(b) 1.  The office shall establish a competitive grant program to award grants 
to public, private, and tribal schools to improve the safety of school buildings and to 
provide security training to school personnel.
2.  In awarding grants under this paragraph, the office shall give preference to 
applicants that have not received a grant under s. 165.88.

3.  The office may not award more than $20,000 to an applicant under the 
program established under subd. 1.
(c)  By July 31, 2026, and July 31, 2027, the office shall submit a report to the 
cochairpersons of the joint committee on finance providing an account of the grants 
awarded under this subsection during the previous fiscal year and the expenditures 
made with the grant moneys.
(d) No grants may be awarded under this subsection after June 30, 2027.
SECTION 5. Effective dates.  This act takes effect on the day after 
publication, or on the 2nd day after publication of the 2025 biennial budget act, 
whichever is later, except as follows:
(1)  SCHOOL SAFETY GRANTS.  The repeal of s. 20.455 (2) (fc) takes effect on July 
1, 2027.
