13	13	AN ACT to amend 20.931 (title); to create 20.931 (1) (am) and 20.931 (3) of the
14	14	statutes; relating to: governmental restrictions based on the energy source of
15	15	a motor vehicle or other device.

17	17	Under this bill, no state agency and no local governmental unit may restrict 1)
18	18	the use or sale of a motor vehicle on the basis of the energy source used to power the
19	19	motor vehicle, including use for propulsion or use for powering other functions of
20	20	the motor vehicle, or 2) the use or sale of any other device on the basis of the energy
21	21	source that is used to power the device or that is consumed by the device.
22	22	The people of the state of Wisconsin, represented in senate and assembly, do
23	23	enact as follows:
24	24	SECTION 1. 20.931 (title) of the statutes is amended to read:
25	25	20.931 (title) Prohibited boycotts governmental actions.
26	26	SECTION 2. 20.931 (1) (am) of the statutes is created to read:

37	37	20.931 (1) (am) XMotor vehicleY means a self-propelled device designed to
38	38	transport persons or property from one place to another.
39	39	SECTION 3. 20.931 (3) of the statutes is created to read:
40	40	20.931 (3) PROHIBITIONS BASED ON ENERGY SOURCE. No state agency and no
41	41	local governmental unit may do any of the following:
42	42	(a) 1. Restrict the use or sale of a motor vehicle on the basis of the energy
43	43	source used to power the motor vehicle, including use for propulsion or use for
44	44	powering other functions of the motor vehicle.
45	45	2. This paragraph does not affect any policy established by a state agency or
46	46	local governmental unit related to the purchase of motor vehicles for the use of the
47	47	state agency or local governmental unit.
48	48	(b) Restrict the use or sale of a device other than a motor vehicle on the basis
49	49	of the energy source that is used to power the device or that is consumed by the
50	50	device. Under this paragraph, a device is powered by an energy source or consumes
51	51	an energy source if any significant function of the device uses that energy source or
52	52	consumes that energy source to accomplish the function.
