11	11	AN ACT to amend 119.04 (1); to create 118.065 of the statutes; relating to:
12	12	allowing representatives of certain federally chartered youth membership
13	13	organizations to provide information to pupils on public school property.

15	15	This bill requires, upon the request of certain federally chartered youth
16	16	membership organizations, the principal of a public school, including an
17	17	independent charter school, to schedule at least one date and time at the beginning
18	18	of the school term for representatives of the youth membership organization to
19	19	provide information about the organization to pupils during the school day on
20	20	school property. Such information may include information about how the
21	21	organization furthers the educational interests and civic involvement of pupils
22	22	consistent with good citizenship. Examples of these federally chartered youth
23	23	membership organizations are Boy Scouts of America and Girl Scouts of the United
24	24	States of America.
25	25	The people of the state of Wisconsin, represented in senate and assembly, do
26	26	enact as follows:
27	27	SECTION 1. 118.065 of the statutes is created to read:

36	36	118.065 Federally chartered youth membership organizations. (1) In
37	37	this section:
38	38	(a) XSchoolY means a public school, including a charter school authorized
39	39	under s. 118.40 (2r) or (2x).
40	40	(b) XYouth membership organizationY means an organization identified in
41	41	chapter 301, 309, 311, 709, or 803 of title 36 of the U.S. Code that has an
42	42	educational purpose and that promotes civic involvement.
43	43	(2) Beginning in the 2026-27 school year, at the beginning of a school term, a
44	44	youth membership organization may request that the principal of a school allow
45	45	representatives of the youth membership organization to provide oral information
46	46	or written information, or both, regarding the youth membership organization to
47	47	pupils during a school day on school property, including information about how the
48	48	youth membership organization furthers the educational interests and civic
49	49	involvement of pupils consistent with good citizenship, for the purpose of
50	50	encouraging pupils to join the youth membership organization.
51	51	(3) If a youth membership organization submits a request under sub. (2) to
52	52	the principal of a school, the principal shall schedule at least one date and time,
53	53	which may be noninstructional time as determined by the principal, during the
54	54	beginning of the school term for representatives of the youth membership
55	55	organization to provide information as described under sub. (2).
56	56	SECTION 2. 119.04 (1) of the statutes is amended to read:
