1717 Relating to: honoring the life and public service of Assembly Chief Clerk Patrick
1818 Fuller.
1919 Whereas, Patrick Eli Fuller was born to Sam and Irene Fuller on February 24,
2020 1954, in Rossford, Ohio; and
2121 Whereas, Chief Clerk Fuller graduated from St. Francis de Sales High School,
2222 received a bachelor[s degree in history from the University of Toledo, and received a
2323 master[s of business administration from Touro University; and
2424 Whereas, Chief Clerk Fuller enlisted in the United States Marine Corps as an
2525 infantryman, serving as a team leader, squad leader, infantry instructor, and
2626 platoon sergeant; and
2727 Whereas, Chief Clerk Fuller was later commissioned as a second lieutenant of
2828 marines from Officer Candidates School; and
2929 Whereas, Chief Clerk Fuller then served as platoon commander, company
3030 commander, and assistant operations officer in the 2nd Reconnaissance Battalion,

4646 2nd Marine Division, as well as a course team director at the Amphibious
4747 Reconnaissance School, Naval Amphibious Base; and
4848 Whereas, Chief Clerk Fuller, after serving 13 years in the United States
4949 Marine Corps, transferred to the United States Army, serving as a battalion
5050 logistics officer and later a company commander within the 82nd Airborne Division;

5252 Whereas, Chief Clerk Fuller was deployed in support of Operation Desert
5353 Shield and Operation Desert Storm as commander of the Long Range Surveillance
5454 Detachment, 82nd Airborne Division, and then became company commander of the
5555 Long Range Surveillance Company, XVIII Airborne Corps; and
5656 Whereas, Chief Clerk Fuller retired in 1997 as battalion executive officer, 6th
5757 Infantry Division, with the rank of lieutenant colonel; and
5858 Whereas, over his 25-year career in the United States military, Chief Clerk
5959 Fuller received the Meritorious Service Medal, Navy Marine Corps Commendation
6060 Medal, Navy Achievement Medal, Marine Corps Expedition Medal, Marine Corps
6161 Good Conduct Medal, National Defense Service Medal, Navy Unit Commendation,
6262 Army Service Medal, Sea Service Deployment Ribbon, Southwest Asia Service
6363 Medal, Kuwait Liberation Medal, Combat Infantry Badge, Expert Infantry Badge,
6464 Master Parachutist Badge, Pathfinder Badge, Ranger Tab, Combat Diver Badge,
6565 Marine Corps Expert Rifle Badge, Marine Corps Expert Pistol Badge, Bronze Rifle

9393 Whereas, Chief Clerk Fuller was appointed as assistant assembly chief clerk
9494 in 2001; and
9595 Whereas, Chief Clerk Fuller was elected as assembly chief clerk in 2003; and
9696 Whereas, Chief Clerk Fuller earned the respect of many state officials and
9797 employees for his management of assembly operations, as well as his assistance
9898 with state government procedures and issues; and
9999 Whereas, Chief Clerk Fuller retired from his position as assembly chief clerk
100100 in 2021, having served the assembly across 10 legislative sessions with both
101101 Republican and Democratic majorities; and
102102 Whereas, Chief Clerk Fuller and his wife Cheryl Fuller, whom he married in
103103 August of 1981, were respected members of both their parish and local community;
104104 and
105105 Whereas, Chief Clerk Fuller was a loving husband to his wife Cheryl, father to
106106 his son Samuel John Fuller, and grandfather to his grandson Nikoli Fuller; and
107107 Whereas, Chief Clerk Fuller passed away on January 30, 2025, at the age of
108108 70; and
109109 Whereas, Chief Clerk Fuller is missed by his family, friends, fellow service
110110 members, and colleagues; now, therefore, be it
111111 Resolved by the assembly, the senate concurring, That the members of
112112 the Wisconsin State Legislature join in honoring the life and public service of
113113 Assembly Chief Clerk Patrick Fuller and extend their condolences to his family and
114114 friends.
