1212 Relating to: honoring the life and public service of Representative David O.
1313 Martin.
1414 Whereas, Representative David XDaveY O. Martin was born to Fin and Marion
1515 Martin on March 7, 1931, in Appleton, Wisconsin; and
1616 Whereas, Representative Martin graduated from Neenah High School,
1717 attended the University of Wisconsin]Madison, and graduated from the University
1818 of Michigan with a bachelor[s degree in forestry; and
1919 Whereas, Representative Martin then served in the U.S. Army Corps of
2020 Engineers, leading a unit in rebuilding bridges throughout war-torn Germany, and
2121 later worked as a forester for the Kimberly Clark Corporation; and
2222 Whereas, Representative Martin was first elected to the Wisconsin State
2323 Assembly in 1960 and went on to serve for five consecutive terms; and
2424 Whereas, Representative Martin served as Assistant Majority Leader for the
2525 1967]68 legislative session; and

4141 Whereas, Representative Martin served on several legislative committees
4242 during his tenure in the assembly, including the Joint Committee on Finance, the
4343 Building Commission, and the Joint Legislative Council; and
4444 Whereas, Representative Martin was known for his ability to work in a
4545 bipartisan manner, including in his roles in the enactment of the Wisconsin Wild
4646 Rivers law and the establishment of a statewide vocational and technical education
4747 system; and
4848 Whereas, Representative Martin collaborated with both Governor Gaylord
4949 Nelson and Governor Warren Knowles on legislation and initiatives that sought to
5050 establish Wisconsin as a national leader in environmental protection and outdoor
5151 recreation; and
5252 Whereas, Representative Martin was the Republican nominee for lieutenant
5353 governor in the 1970 gubernatorial election; and
5454 Whereas, following his career in the state legislature, Representative Martin
5555 returned to work for the Kimberly Clark Corporation as their manager for
5656 government relations for nearly three decades; and
5757 Whereas, Representative Martin later served as the associate vice president
5858 for business and university relations for the University of Wisconsin System until
5959 his retirement in 1993; and
6060 Whereas, Representative Martin, along with his wife Joan Martin, also owned
6161 the Marquette Café and Bar in Marquette, Iowa; and
6262 Whereas, Representative Martin remained active in political advocacy and
6363 public service even after his tenure in the state legislature, serving in leadership

8989 Board, and the Three Eagles Foundation; and
9090 Whereas, Representative Martin was a loving husband, father, grandfather,
9191 and great-grandfather; and
9292 Whereas, Representative Martin passed away on January 22, 2025, at the age
9393 of 93; and
9494 Whereas, Representative Martin is missed by his family, friends, and former
9595 colleagues; now, therefore, be it
9696 Resolved by the assembly, the senate concurring, That the members of
9797 the Wisconsin State Legislature join in honoring the life and public service of
9898 Representative David O. Martin and extend their condolences to his family and
9999 friends.
