13	13	Martin.
14	14	Whereas, Representative David XDaveY O. Martin was born to Fin and Marion
15	15	Martin on March 7, 1931, in Appleton, Wisconsin; and
16	16	Whereas, Representative Martin graduated from Neenah High School,
17	17	attended the University of Wisconsin]Madison, and graduated from the University
18	18	of Michigan with a bachelor[s degree in forestry; and
19	19	Whereas, Representative Martin then served in the U.S. Army Corps of
20	20	Engineers, leading a unit in rebuilding bridges throughout war-torn Germany, and
21	21	later worked as a forester for the Kimberly Clark Corporation; and
22	22	Whereas, Representative Martin was first elected to the Wisconsin State
23	23	Assembly in 1960 and went on to serve for five consecutive terms; and
24	24	Whereas, Representative Martin served as Assistant Majority Leader for the
25	25	1967]68 legislative session; and

41	41	Whereas, Representative Martin served on several legislative committees
42	42	during his tenure in the assembly, including the Joint Committee on Finance, the
43	43	Building Commission, and the Joint Legislative Council; and
44	44	Whereas, Representative Martin was known for his ability to work in a
45	45	bipartisan manner, including in his roles in the enactment of the Wisconsin Wild
46	46	Rivers law and the establishment of a statewide vocational and technical education
47	47	system; and
48	48	Whereas, Representative Martin collaborated with both Governor Gaylord
49	49	Nelson and Governor Warren Knowles on legislation and initiatives that sought to
50	50	establish Wisconsin as a national leader in environmental protection and outdoor
51	51	recreation; and
52	52	Whereas, Representative Martin was the Republican nominee for lieutenant
53	53	governor in the 1970 gubernatorial election; and
54	54	Whereas, following his career in the state legislature, Representative Martin
55	55	returned to work for the Kimberly Clark Corporation as their manager for
56	56	government relations for nearly three decades; and
57	57	Whereas, Representative Martin later served as the associate vice president
58	58	for business and university relations for the University of Wisconsin System until
59	59	his retirement in 1993; and
60	60	Whereas, Representative Martin, along with his wife Joan Martin, also owned
61	61	the Marquette Café and Bar in Marquette, Iowa; and
62	62	Whereas, Representative Martin remained active in political advocacy and
63	63	public service even after his tenure in the state legislature, serving in leadership

90	90	Whereas, Representative Martin was a loving husband, father, grandfather,
91	91	and great-grandfather; and
92	92	Whereas, Representative Martin passed away on January 22, 2025, at the age
93	93	of 93; and
94	94	Whereas, Representative Martin is missed by his family, friends, and former
95	95	colleagues; now, therefore, be it
96	96	Resolved by the assembly, the senate concurring, That the members of
97	97	the Wisconsin State Legislature join in honoring the life and public service of
98	98	Representative David O. Martin and extend their condolences to his family and
99	99	friends.
