1515 Relating to: celebrating May 7, 2025, as Skilled Trades Day in Wisconsin.
1616 Whereas, the construction industry is one of our nation's largest industries,
1717 and those in the skilled trades work in critical, rewarding, high-paying, high-
1818 demand jobs that cannot be outsourced overseas; and
1919 Whereas, according to the Associated Builders and Contractors, more than
2020 one in four construction workers are over 55 years old, and the construction
2121 industry will need to attract an estimated half million additional workers on top of
2222 the normal pace of hiring in 2025; and
2323 Whereas, Wisconsin's world-renowned registered apprentice program,
2424 established in 1912, is the oldest in the nation and allows anyone to participate in
2525 structured, on-the-job training with classroom instruction where they earn while
2626 they learn; and
2727 Whereas, Youth Apprenticeship, which Wisconsin started in 1991 as a first

4242 program of its kind in the nation, is a strong connector to registered apprenticeship
4343 programs; and
4444 Whereas, the State of Wisconsin has invested significant tax dollars to
4545 encourage apprenticeship in the form of incentives and grants and passed reforms
4646 like allowing EdVest accounts to be used for apprenticeship costs, ratio reform, and
4747 allowing high school students to participate in registered adult apprenticeships;
4848 and
4949 Whereas, those investments paid off when, last year, Wisconsin had an all-
5050 time record high number of apprentices in the history of the program, with over
5151 17,000 apprentices, many of which were in the construction trades, breaking the
5252 previous records set in 2022 and 2023; and
5353 Whereas, last year, Wisconsin announced an all-time high of 9,932 youth
5454 apprentices enrolled during the 2023-24 school year, with a record 6,671 employers
5555 participating; and
5656 Whereas, National Skilled Trades Day was created to help raise awareness of
5757 the important work of those men and women who build the places where we all live,
5858 work, play, worship, learn, and heal; now, therefore, be it
5959 Resolved by the assembly, the senate concurring, That the Wisconsin
6060 State Legislature celebrates May 7, 2025, as Skilled Trades Day in Wisconsin.
