16	16	Whereas, Rosa Parks was an iconic figure in the movements for social justice
17	17	and racial equality and played a major role in the inception of the Civil Rights
18	18	Movement that ended legal segregation in the United States; and
19	19	Whereas, the immediate focus of Rosa Parks[s historic protest was the
20	20	unequal access of African Americans to public transit; and
21	21	Whereas, unequal access to public transit based on race, income, and
22	22	disability has persisted to this day; and
23	23	Whereas, paratransit is a necessary component for any public transit system
24	24	to ensure accessibility for people with disabilities who require it, and any expansion
25	25	of public transit necessitates further strengthening of paratransit so that it is
26	26	minimally held to the same reliability and timelines standards as other parts of the
27	27	system; and
28	28	Whereas, the required expansion of public transit to address the climate crisis

44	44	provides an unprecedented opportunity to continue the tradition of Rosa Parks and
45	45	the Civil Rights Movement by ensuring that transit systems are affordable and
46	46	accessible and that people of color, economically disadvantaged people, people with
47	47	disabilities, and other marginalized populations have full access to the benefits of
48	48	public transit; and
49	49	Whereas, the expansion of public transit provides an unprecedented
50	50	opportunity to create a large number of good, environmentally sustainable, high-
51	51	skill, family-supporting transit operation jobs, as well as construction jobs for
52	52	building new transit facilities; and
53	53	Whereas, increased community access to public transit reduces racial,
54	54	economic, and other disparities while building mobile equity within the community;
55	55	now, therefore, be it
56	56	Resolved by the assembly, the senate concurring, That the day of
57	57	February 4, 2025, shall be designated as Transit Equity Day in Wisconsin.
