77 AN ACT relating to: ratification of the agreement negotiated between the State
88 of Wisconsin and the Wisconsin State Building Trades Negotiating
99 Committee, for the 2024-25 fiscal year, covering employees in the building

1212 Analysis by the Legislative Reference Bureau
1313 This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
1414 collective bargaining contract for state employees in the building trades crafts
1515 collective bargaining unit negotiated for the 2024-25 fiscal year under the State
1616 Employment Labor Relations Act. Currently, statutory program supplement
1717 appropriations fund the costs of collective bargaining agreements to the extent that
1818 they exceed budgeted costs. The proposal authorizes expenditure of moneys from
1919 those appropriations to fund the cost of this agreement.

3232 SECTION 1
3333 SECTION 1. Agreement ratified. The legislature ratifies the tentative
3434 agreement negotiated for the 2024-25 fiscal year between the state of Wisconsin,
3535 the division of personnel management in the department of administration, and the
3636 Wisconsin State Building Trades Negotiating Committee, covering employees in the
3737 building trades crafts collective bargaining unit under subch. V of ch. 111, as
3838 approved by the employees of the building trades crafts collective bargaining unit
3939 and approved and recommended by the joint committee on employment relations,
4040 and authorizes the necessary expenditure of moneys for implementation from the
4141 appropriations made by s. 20.865 (1), subject to s. 20.865 (intro.). The
4242 administrator of the division of personnel management in the department of
4343 administration shall file an official copy of the agreement, certified by the
4444 cochairpersons of the joint committee on employment relations, with the secretary
4545 of state. No formal or informal agreement between the parties that is not a part of
4646 the official copy is deemed to be approved by the legislature under this act.
4747 SECTION 2. Effective date.
4848 (1) This act takes effect on the day after publication, except that those
4949 provisions specifically identified as having other effective dates in the agreement
5050 covering employees in the building trades crafts collective bargaining unit are
5151 effective on the dates provided in that agreement.
