7	7	AN ACT relating to: ratification of the agreement negotiated between the
8	8	Board of Regents of the University of Wisconsin System and the Wisconsin
9	9	State Building Trades Negotiating Committee, for the 2024-25 fiscal year,
10	10	covering employees in the building trades crafts collective bargaining unit,
11	11	and authorizing an expenditure of funds.
12	12	Analysis by the Legislative Reference Bureau
13	13	This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
14	14	collective bargaining contract for state employees in the building trades crafts
15	15	collective bargaining unit negotiated for the 2024-25 fiscal year under the State
16	16	Employment Labor Relations Act. Currently, statutory program supplement
17	17	appropriations fund the costs of collective bargaining agreements to the extent that
18	18	they exceed budgeted costs. The proposal authorizes expenditure of moneys from
19	19	those appropriations to fund the cost of this agreement.
20	20	For further information see the state fiscal estimate, which will be printed as
21	21	an appendix to this bill.
22	22	The people of the state of Wisconsin, represented in senate and assembly, do
23	23	enact as follows:

33	33	SECTION 1. Agreement ratified. The legislature ratifies the tentative
34	34	agreement negotiated for the 2024-25 fiscal year between the Board of Regents of
35	35	the University of Wisconsin System and the Wisconsin State Building Trades
36	36	Negotiating Committee, covering employees in the building trades crafts collective
37	37	bargaining unit under subch. V of ch. 111, other than employees who are assigned
38	38	to the University of Wisconsin-Madison, as approved by the employees of the
39	39	building trades crafts collective bargaining unit and approved and recommended by
40	40	the joint committee on employment relations, and authorizes the necessary
41	41	expenditure of moneys for implementation from the appropriations made by s.
42	42	20.865 (1), subject to s. 20.865 (intro.). The Board of Regents of the University of
43	43	Wisconsin System shall file an official copy of the agreement, certified by the
44	44	cochairpersons of the joint committee on employment relations, with the secretary
45	45	of state. No formal or informal agreement between the parties that is not a part of
46	46	the official copy is deemed to be approved by the legislature under this act.
47	47	SECTION 2. Effective date.
48	48	(1) This act takes effect on the day after publication, except that those
49	49	provisions specifically identified as having other effective dates in the agreement
50	50	covering employees in the building trades crafts collective bargaining unit are
51	51	effective on the dates provided in that agreement.
