2025 SENATE BILL 232
April 29, 2025 - Introduced by Senators JAMES and HABUSH SINYKIN, cosponsored 
by Representatives SNYDER, NOVAK, ARMSTRONG, BRILL, DITTRICH, FRANKLIN, 
GUNDRUM, MAXEY, MELOTIK, MURSAU, PIWOWARCZYK, RIVERA-WAGNER, 
SPIROS, STEFFEN and WICHGERS. Referred to Committee on Mental Health, 
Substance Abuse Prevention, Children and Families.
AN ACT to amend 165.96 (intro.), (2), (4), (5), (8), (9), (10), (11), (12) and (13); to 
create 165.96 (16) and (17) of the statutes; relating to: grants to child 
advocacy centers.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Justice must provide $17,000 in each 
fiscal year to specified child advocacy centers for education, training, medical 
advice, and quality assurance activities.  This bill instead provides that DOJ must 
award grants in each fiscal year to specified child advocacy centers to enhance the 
multidisciplinary response to suspected child maltreatment. The bill adds two 
centers as recipients, the Lakeshore Regional Child Advocacy Center in Sheboygan 
County and Child Advocacy Centers of Wisconsin, and updates the names of the 
centers that are designated recipients under current law.

The people of the state of Wisconsin, represented in senate and assembly, do 
enact as follows:

SECTION 1.  165.96 (intro.), (2), (4), (5), (8), (9), (10), (11), (12) and (13) of the 
statutes are amended to read:
165.96 Child advocacy grants. (intro.)  Beginning in fiscal year 2011-2012, 
from From the appropriation under s. 20.455 (5) (ke), the department of justice 
shall in each fiscal year provide $17,000 to award grants to each of the following 
child advocacy centers for education, training, medical advice, and quality 
assurance activities to enhance the multidisciplinary response to suspected child 
maltreatment:
(2) Child Protection Milwaukee Child Advocacy Center in Milwaukee County.
(4) Kenosha County Child Advocacy Center in Kenosha County.
(5) Fox Valley Child Advocacy Center in Winnebago Outagamie County.
(8) Child Advocacy Center of Northeastern North Central Wisconsin in 
Marathon County.
(9) Chippewa County Valley Child Advocacy Center in Chippewa Eau Claire 
County.
(10)  A child advocacy center Willow Tree Cornerstone Child Advocacy Center 
in Brown County.
(11)  A child advocacy center Racine County Child Advocacy Center in Racine 
County.
(12)  A child advocacy center Walworth County Child Advocacy Center in 
Walworth County.
(13)  CHAT Room Green County Child Advocacy Center in Green County.
SECTION 2.  165.96 (16) and (17) of the statutes are created to read:
