1111 AN ACT to create 106.145 of the statutes; relating to: workforce literacy grant

1414 This bill requires the Department of Workforce Development to establish a
1515 program to award a grant annually to provide workforce literacy services in this
1616 state. To be eligible to receive the grant, an organization must be a nonprofit entity
1717 located in this state that provides or supports adult literacy services or community-
1818 based literacy programs in over half of Wisconsin[s counties. An organization that
1919 receives a grant may use the money to teach workforce readiness skills, basic
2020 literacy skills, and digital literacy, to provide GED and HSED preparation and
2121 testing, to provide other literacy programs related to building and strengthening
2222 the state[s workforce, or to provide training, programming, supplies, materials, or
2323 other professional support to an organization that provides direct adult literacy
2424 services.
2525 For further information see the state fiscal estimate, which will be printed as
2626 an appendix to this bill.
2727 The people of the state of Wisconsin, represented in senate and assembly, do
2828 enact as follows:

3737 106.145 Workforce literacy grant program. (1) The department shall
3838 establish a program to provide an annual grant to an organization to support
3939 workforce literacy in this state.
4040 (2) To be eligible for a grant under sub. (1), an organization shall meet all of
4141 the following requirements:
4242 (a) Be a nonprofit entity.
4343 (b) Be located in this state.
4444 (c) Provide adult literacy services or support community-based literacy
4545 programs in over half of this state[s counties.
4646 (3) An organization that receives a grant under sub. (2) may use the grant for
4747 any of the following purposes:
4848 (a) Teaching workforce readiness skills.
4949 (b) Providing preparation for and administration of exams to receive general
5050 educational development certificates and declarations of equivalency of high school
5151 graduation.
5252 (c) Teaching digital literacy skills.
5353 (d) Teaching other literacy programs related to building and strengthening
5454 this state[s workforce.
5555 (e) Providing support services, training, programming, supplies, materials, or
5656 any other professional support to an organization that directly provides any of the
5757 services or programs described in pars. (a) to (d) to adult learners.
