1313 AN ACT to amend 106.015 (1) of the statutes; relating to: required ratio of
1414 journeyworkers to apprentices in apprenticeship programs and contracts.

1616 Under current law, the Department of Workforce Development may not
1717 prescribe, enforce, or authorize a ratio of apprentices to journeyworkers for
1818 apprenticeship programs or apprentice contracts that requires more than one
1919 journeyworker for each apprentice. This bill increases the allowable ratio to one
2020 journeyworker to two apprentices.
2121 The people of the state of Wisconsin, represented in senate and assembly, do
2222 enact as follows:
2323 SECTION 1. 106.015 (1) of the statutes is amended to read:
2424 106.015 (1) Except as provided in sub. (2), the department may not prescribe,
2525 enforce, or authorize, whether through the promulgation of a rule, the issuance of a
2626 general or special order, the approval of an apprenticeship program or apprentice
2727 contract, or otherwise, a ratio of apprentices to journeyworkers for apprenticeship

4141 SECTION 2. Initial applicability.
4242 (1) This act first applies to an apprenticeship contract governed by a collective
4343 bargaining agreement that contains provisions that are inconsistent with this act
4444 on the day that the agreement expires or is extended, modified or renewed,
4545 whichever occurs first.
