10	10	AN ACT to repeal 20.455 (2) (fc); to create 20.455 (2) (fc) of the statutes;
11	11	relating to: school safety grants and making an appropriation.

13	13	This bill requires the Office of School Safety in the Department of Justice to
14	14	establish a competitive grant program that is open to public and private schools for
15	15	grants to improve the safety of school buildings and to provide security training to
16	16	school personnel. In administering the program, the Office of School Safety must
17	17	give preference to applicants that have not yet received a school safety grant from
18	18	DOJ. The bill provides $30,000,000 for these grants and specifies that the
19	19	maximum amount DOJ may award to an applicant is $20,000. The bill also
20	20	requires the Office of School Safety to submit an annual report related to these
21	21	grants to the Joint Committee on Finance. Finally, the grant program sunsets on
22	22	July 1, 2027.

25	25	The people of the state of Wisconsin, represented in senate and assembly, do
26	26	enact as follows:

33	33	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place,
34	34	insert the following amounts for the purposes indicated:

39	39	SECTION 2. 20.455 (2) (fc) of the statutes is created to read:
40	40	20.455 (2) (fc) School safety competitive grants. Biennially, the amounts in the
41	41	schedule for grants under 2025 Wisconsin Act .... (this act), section 4 (1).
42	42	SECTION 3. 20.455 (2) (fc) of the statutes, as created by 2025 Wisconsin Act ....
43	43	(this act), is repealed.
44	44	SECTION 4. Nonstatutory provisions.
45	45	(1) SCHOOL SAFETY COMPETITIVE GRANT PROGRAM.
46	46	(a) In this subsection:
47	47	1. XOfficeY means the office of school safety in the department of justice.
48	48	2. XPrivate schoolY has the meaning given in s. 115.001 (3r).
49	49	3. XPublic schoolY has the meaning given in s. 115.01 (1).
50	50	4. XTribal schoolY has the meaning given in s. 115.001 (15m).
51	51	(b) 1. The office shall establish a competitive grant program to award grants
52	52	to public, private, and tribal schools to improve the safety of school buildings and to
53	53	provide security training to school personnel.
54	54	2. In awarding grants under this paragraph, the office shall give preference to
55	55	applicants that have not received a grant under s. 165.88.

83	83	3. The office may not award more than $20,000 to an applicant under the
84	84	program established under subd. 1.
85	85	(c) By July 31, 2026, and July 31, 2027, the office shall submit a report to the
86	86	cochairpersons of the joint committee on finance providing an account of the grants
87	87	awarded under this subsection during the previous fiscal year and the expenditures
88	88	made with the grant moneys.
89	89	(d) No grants may be awarded under this subsection after June 30, 2027.
90	90	SECTION 5. Effective dates. This act takes effect on the day after
91	91	publication, or on the 2nd day after publication of the 2025 biennial budget act,
92	92	whichever is later, except as follows:
93	93	(1) SCHOOL SAFETY GRANTS. The repeal of s. 20.455 (2) (fc) takes effect on July
94	94	1, 2027.
