1010 AN ACT to repeal 20.455 (2) (fc); to create 20.455 (2) (fc) of the statutes;
1111 relating to: school safety grants and making an appropriation.

1313 This bill requires the Office of School Safety in the Department of Justice to
1414 establish a competitive grant program that is open to public and private schools for
1515 grants to improve the safety of school buildings and to provide security training to
1616 school personnel. In administering the program, the Office of School Safety must
1717 give preference to applicants that have not yet received a school safety grant from
1818 DOJ. The bill provides $30,000,000 for these grants and specifies that the
1919 maximum amount DOJ may award to an applicant is $20,000. The bill also
2020 requires the Office of School Safety to submit an annual report related to these
2121 grants to the Joint Committee on Finance. Finally, the grant program sunsets on
2222 July 1, 2027.

3333 SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place,

3939 SECTION 2. 20.455 (2) (fc) of the statutes is created to read:
4040 20.455 (2) (fc) School safety competitive grants. Biennially, the amounts in the
4141 schedule for grants under 2025 Wisconsin Act .... (this act), section 4 (1).
4242 SECTION 3. 20.455 (2) (fc) of the statutes, as created by 2025 Wisconsin Act ....
4343 (this act), is repealed.
4444 SECTION 4. Nonstatutory provisions.
4545 (1) SCHOOL SAFETY COMPETITIVE GRANT PROGRAM.
4646 (a) In this subsection:
4747 1. XOfficeY means the office of school safety in the department of justice.
4848 2. XPrivate schoolY has the meaning given in s. 115.001 (3r).
4949 3. XPublic schoolY has the meaning given in s. 115.01 (1).
5050 4. XTribal schoolY has the meaning given in s. 115.001 (15m).
5151 (b) 1. The office shall establish a competitive grant program to award grants
5252 to public, private, and tribal schools to improve the safety of school buildings and to
5353 provide security training to school personnel.
5454 2. In awarding grants under this paragraph, the office shall give preference to
5555 applicants that have not received a grant under s. 165.88.

8282 SECTION 4
8383 3. The office may not award more than $20,000 to an applicant under the
8484 program established under subd. 1.
8585 (c) By July 31, 2026, and July 31, 2027, the office shall submit a report to the
8686 cochairpersons of the joint committee on finance providing an account of the grants
8787 awarded under this subsection during the previous fiscal year and the expenditures
8888 made with the grant moneys.
8989 (d) No grants may be awarded under this subsection after June 30, 2027.
9090 SECTION 5. Effective dates. This act takes effect on the day after
9191 publication, or on the 2nd day after publication of the 2025 biennial budget act,
9292 whichever is later, except as follows:
9393 (1) SCHOOL SAFETY GRANTS. The repeal of s. 20.455 (2) (fc) takes effect on July
9494 1, 2027.
