1515 Relating to: honoring the life and public service of Assembly Chief Clerk Patrick
1616 Fuller.
1717 Whereas, Patrick Eli Fuller was born to Sam and Irene Fuller on February 24,
1818 1954, in Rossford, Ohio; and
1919 Whereas, Chief Clerk Fuller graduated from St. Francis de Sales High School,
2020 received a bachelor[s degree in history from the University of Toledo, and received a
2121 master[s of business administration from Touro University; and
2222 Whereas, Chief Clerk Fuller enlisted in the United States Marine Corps as an
2323 infantryman, serving as a team leader, squad leader, infantry instructor, and
2424 platoon sergeant; and
2525 Whereas, Chief Clerk Fuller was later commissioned as a second lieutenant of
2626 marines from Officer Candidates School; and
2727 Whereas, Chief Clerk Fuller then served as platoon commander, company
2828 commander, and assistant operations officer in the 2nd Reconnaissance Battalion,

4444 2nd Marine Division, as well as a course team director at the Amphibious
4545 Reconnaissance School, Naval Amphibious Base; and
4646 Whereas, Chief Clerk Fuller, after serving 13 years in the United States
4747 Marine Corps, transferred to the United States Army, serving as a battalion
4848 logistics officer and later a company commander within the 82nd Airborne Division;
4949 and
5050 Whereas, Chief Clerk Fuller was deployed in support of Operation Desert
5151 Shield and Operation Desert Storm as commander of the Long Range Surveillance
5252 Detachment, 82nd Airborne Division, and then became company commander of the
5353 Long Range Surveillance Company, XVIII Airborne Corps; and
5454 Whereas, Chief Clerk Fuller retired in 1997 as battalion executive officer, 6th
5555 Infantry Division, with the rank of lieutenant colonel; and
5656 Whereas, over his 25-year career in the United States military, Chief Clerk
5757 Fuller received the Meritorious Service Medal, Navy Marine Corps Commendation
5858 Medal, Navy Achievement Medal, Marine Corps Expedition Medal, Marine Corps
5959 Good Conduct Medal, National Defense Service Medal, Navy Unit Commendation,
6060 Army Service Medal, Sea Service Deployment Ribbon, Southwest Asia Service
6161 Medal, Kuwait Liberation Medal, Combat Infantry Badge, Expert Infantry Badge,
6262 Master Parachutist Badge, Pathfinder Badge, Ranger Tab, Combat Diver Badge,
6363 Marine Corps Expert Rifle Badge, Marine Corps Expert Pistol Badge, Bronze Rifle

9191 Whereas, Chief Clerk Fuller was appointed as assistant assembly chief clerk
9292 in 2001; and
9393 Whereas, Chief Clerk Fuller was elected as assembly chief clerk in 2003; and
9494 Whereas, Chief Clerk Fuller earned the respect of many state officials and
9595 employees for his management of assembly operations, as well as his assistance
9696 with state government procedures and issues; and
9797 Whereas, Chief Clerk Fuller retired from his position as assembly chief clerk
9898 in 2021, having served the assembly across 10 legislative sessions with both
9999 Republican and Democratic majorities; and
100100 Whereas, Chief Clerk Fuller and his wife Cheryl Fuller, whom he married in
101101 August of 1981, were respected members of both their parish and local community;
102102 and
103103 Whereas, Chief Clerk Fuller was a loving husband to his wife Cheryl, father to
104104 his son Samuel John Fuller, and grandfather to his grandson Nikoli Fuller; and
105105 Whereas, Chief Clerk Fuller passed away on January 30, 2025, at the age of
106106 70; and
107107 Whereas, Chief Clerk Fuller is missed by his family, friends, fellow service
108108 members, and colleagues; now, therefore, be it
109109 Resolved by the senate, the assembly concurring, That the members of
110110 the Wisconsin State Legislature join in honoring the life and public service of
111111 Assembly Chief Clerk Patrick Fuller and extend their condolences to his family and
112112 friends.
