1414 Whereas, Rosa Parks was an iconic figure in the movements for social justice
1515 and racial equality and played a major role in the inception of the Civil Rights
1616 Movement that ended legal segregation in the United States; and
1717 Whereas, the immediate focus of Rosa Parks[s historic protest was the
1818 unequal access of African Americans to public transit; and
1919 Whereas, unequal access to public transit based on race, income, and
2020 disability has persisted to this day; and
2121 Whereas, paratransit is a necessary component for any public transit system
2222 to ensure accessibility for people with disabilities who require it, and any expansion
2323 of public transit necessitates further strengthening of paratransit so that it is
2424 minimally held to the same reliability and timelines standards as other parts of the
2525 system; and
2626 Whereas, the required expansion of public transit to address the climate crisis

4242 provides an unprecedented opportunity to continue the tradition of Rosa Parks and
4343 the Civil Rights Movement by ensuring that transit systems are affordable and
4444 accessible and that people of color, economically disadvantaged people, people with
4545 disabilities, and other marginalized populations have full access to the benefits of
4646 public transit; and
4747 Whereas, the expansion of public transit provides an unprecedented
4848 opportunity to create a large number of good, environmentally sustainable, high-
4949 skill, family-supporting transit operation jobs, as well as construction jobs for
5050 building new transit facilities; and
5151 Whereas, increased community access to public transit reduces racial,
5252 economic, and other disparities while building mobile equity within the community;
5353 now, therefore, be it
5454 Resolved by the senate, the assembly concurring, That the day of
5555 February 4, 2025, shall be designated as Transit Equity Day in Wisconsin.
