1515 Relating to: honoring the life and public service of Justice David T. Prosser Jr.
1616 Whereas, Justice David Prosser served the people of Wisconsin in various
1717 capacities for more than 40 years, including 18 years in the Wisconsin Legislature
1818 and another 18 years on the Wisconsin Supreme Court; and
1919 Whereas, during his tenure in public service, Justice David Prosser served in
2020 all three branches of state government and took part in the writing, enforcement,
2121 and interpretation of the laws of Wisconsin; and
2222 Whereas, Justice David Prosser developed an interest in politics as a young
2323 child and chose a career in public service at an early age, first serving as an
2424 attorney for the U.S. Department of Justice and then joining the office of U.S.
2525 Congressman Harold Froehlich, his longtime mentor, before returning to
2626 Wisconsin; and
2727 Whereas, upon returning to his hometown of Appleton, Justice David Prosser
2828 was elected Outagamie County district attorney and served in that position for two

4444 years before he was elected in 1978 to represent his community in the Wisconsin
4545 Assembly; and
4646 Whereas, while serving in the legislature, Justice David Prosser was an
4747 instrumental member of various committees, including the Joint Committee on
4848 Finance and the Assembly Committee on Judiciary, and was known by his peers as
4949 a gifted orator, a meticulous researcher, and a natural-born leader; and
5050 Whereas, Justice David Prosser served nine terms in the Wisconsin Assembly
5151 and was elected by his colleagues to serve as assembly minority leader for six years
5252 and assembly speaker for two years; and
5353 Whereas, following his tenure in the legislature, Justice David Prosser was
5454 appointed to serve on the Wisconsin Tax Appeals Commission, where he conducted
5555 hearings and ruled on disputes related to state taxation; and
5656 Whereas, in 1998, Justice David Prosser was appointed to the Wisconsin
5757 Supreme Court by Governor Tommy Thompson, and was later elected to serve two
5858 10-year terms in 2001 and 2011, before retiring in 2016; and
5959 Whereas, Justice David Prosser was highly regarded by his colleagues for his
6060 keen intellect, his thoughtful approach to drafting opinions, and his deep sense of
6161 fairness while serving on the Wisconsin Supreme Court; and
6262 Whereas, throughout his tenure in public service, Justice David Prosser
6363 served as a valued member on numerous councils and commissions, including the
6464 Wisconsin Judicial Council, the Wisconsin Supreme Court Planning and Policy
6565 Advisory Committee, the Wisconsin Sentencing Commission, the Wisconsin
6666 Council on Criminal Justice, and the Uniform Law Commission, of which he was a

9393 Whereas, Justice David Prosser was a committed mentor who devoted his
9494 time to building up the next generations of lawyers and policymakers, inspiring
9595 them to set high standards and lofty goals; and
9696 Whereas, Justice David Prosser, who passed away on December 1, 2024, at the
9797 age of 81, credited the support of his loving family and endless stream of loyal
9898 friends for his decades-long career in public service; and
9999 Whereas, the extraordinary legacy of Justice David Prosser and his lifetime
100100 dedication to the betterment of this state will long be remembered by the people of
101101 Wisconsin; now, therefore, be it
102102 Resolved by the senate, the assembly concurring, That the members of
103103 the Wisconsin Legislature join in honoring the life and service of Justice David T.
104104 Prosser Jr. and extend their condolences to his family and friends.
