19 | 19 | | Whereas, during his tenure in public service, Justice David Prosser served in |

20 | 20 | | all three branches of state government and took part in the writing, enforcement, |

21 | 21 | | and interpretation of the laws of Wisconsin; and |

22 | 22 | | Whereas, Justice David Prosser developed an interest in politics as a young |
---|
23 | 23 | | child and chose a career in public service at an early age, first serving as an |
---|
24 | 24 | | attorney for the U.S. Department of Justice and then joining the office of U.S. |
---|
25 | 25 | | Congressman Harold Froehlich, his longtime mentor, before returning to |
---|
26 | 26 | | Wisconsin; and |
---|
27 | 27 | | Whereas, upon returning to his hometown of Appleton, Justice David Prosser |

49 | 49 | | a gifted orator, a meticulous researcher, and a natural-born leader; and |

50 | 50 | | Whereas, Justice David Prosser served nine terms in the Wisconsin Assembly |

51 | 51 | | and was elected by his colleagues to serve as assembly minority leader for six years |
---|
52 | 52 | | and assembly speaker for two years; and |
---|
53 | 53 | | Whereas, following his tenure in the legislature, Justice David Prosser was |
---|
54 | 54 | | appointed to serve on the Wisconsin Tax Appeals Commission, where he conducted |
---|
55 | 55 | | hearings and ruled on disputes related to state taxation; and |
---|
56 | 56 | | Whereas, in 1998, Justice David Prosser was appointed to the Wisconsin |
---|
57 | 57 | | Supreme Court by Governor Tommy Thompson, and was later elected to serve two |
---|
58 | 58 | | 10-year terms in 2001 and 2011, before retiring in 2016; and |
---|
59 | 59 | | Whereas, Justice David Prosser was highly regarded by his colleagues for his |
---|
60 | 60 | | keen intellect, his thoughtful approach to drafting opinions, and his deep sense of |
---|
61 | 61 | | fairness while serving on the Wisconsin Supreme Court; and |

62 | 62 | | Whereas, throughout his tenure in public service, Justice David Prosser |
---|
63 | 63 | | served as a valued member on numerous councils and commissions, including the |
---|
64 | 64 | | Wisconsin Judicial Council, the Wisconsin Supreme Court Planning and Policy |
---|
65 | 65 | | Advisory Committee, the Wisconsin Sentencing Commission, the Wisconsin |
---|
66 | 66 | | Council on Criminal Justice, and the Uniform Law Commission, of which he was a |
---|

99 | 99 | | Whereas, the extraordinary legacy of Justice David Prosser and his lifetime |

102 | 102 | | Resolved by the senate, the assembly concurring, That the members of |
---|
103 | 103 | | the Wisconsin Legislature join in honoring the life and service of Justice David T. |
