HOUSE CONCURRENT RESOLUTION 35 (By Delegates Pritt, Riley, and Brooks) [Introduced February 14, 2025; Referredto the committee on Energy and Public Works then Rules ] Requesting the Division of Highways name a portion of Main Street East, in Fayette County, beginning at the intersection with Patterson Avenue, Latitude 37.983998, Longitude -81.137400, ending at the intersection with Lochgelly Road, Latitude 38.005804, Longitude -81.131043, the "U. S. Air Force Sergeant Thomas Madison Oxley Memorial Road". Whereas, Thomas "Tom" Madison Oxley was born on December 2, 1944, in Montgomery, WV to Barbara Kincaid and William Dent Oxley; and Whereas, Tom graduated from Collins High School in 1962; and Whereas, Tom enlisted in the United States Air Force as a linguist on June 28, 1962; and Whereas, The Air Force sent Tom to study at Yale University, where he studied Mandarin Chinese, and later to Japan, where he was a linguist; and Whereas, Tom was honorably discharged from the service in 1967; and Whereas, Following his military service, Tom returned home to West Virginia, where he was employed by Gates Engineering, Stafford Consulting, Pentree Incorporated, and Thrasher Engineering; and Whereas, Tom served as City Manager for the City of Oak Hill; and Whereas, Tom served as a member of the Oak Hill City Council from 2015 until 2023; and Whereas, Tom served as President of the West Virginia Municipal League and West Virginia City Managers Association; and Whereas, Tom was a member of Oak Hill Baptist Church, where he served as deacon, trustee, and Sunday school teacher; and Whereas, Tom died on May 30, 2023; and Whereas, It is fitting that an enduring memorial be established to commemorate U.S. Air Force Sergeant Thomas Madison Oxley and his contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia: That the Division of Highways is hereby requested to name a portion of Main Street East, in Fayette County, beginning at the intersection with Patterson Avenue, Latitude 37.983998, Longitude -81.137400, ending at the intersection with Lochgelly Road, Latitude 38.005804, Longitude -81.131043, the "U. S. Air Force Sergeant Thomas Madison Oxley Memorial Road".; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs at both ends identifying the portion of road as the "U. S. Air Force Sergeant Thomas Madison Oxley Memorial Road"; and, be it Further Resolved, That the Clerk of the House is hereby directed to forward a copy of this resolution to the Commissioner of the Division of Highways.
