                            HOUSE CONCURRENT RESOLUTION 54

Requesting the Division of Highways name bridge number 52-009/00.004.54(52A159) at Latitude/Longitude 39.70766, -80.53262, locally known as Sugar Run Bridge carrying CR 09 over West Virginia Fork of Fish Creek in Wetzel County, the "U. S. Army Private First Class Howard Bissett Memorial Bridge".

Whereas, Howard Bissett was born to Ezra and Mary Blanche Bissett on August 23, 1930; and

Whereas, after PFC Bissett left school, he worked on his family's farm for four years before he joined the Army; and

Whereas, on January 17, 1952, Howard Bissett joined the Army; and

Whereas, PFC Howard Bissett served in the United States Army as a Supply Handler for eight years and earned the National Defense Service Medal; and

Whereas, He married Juanita Hawkins in 1954 and together they had Richard, Deborah, and Annette, who eventually gave PFC Bissett and Juanita ten grandchildren and fourteen great-grandchildren; and

Whereas, PFC Bissett was a faithful member of Littleton Church of God and he worked for Penn Line Service as a grounds person until he retired; and

Whereas, PFC Bissett died on March 6, 2013, at his home; and

Whereas, It is fitting that an enduring memorial be established to commemorate Private First Class Howard Bissett and his/her contributions to our state and country; therefore, be it 

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name bridge number 52-009/00.004.54(52A159) at Latitude/Longitude 39.70766, -80.53262, locally known as Sugar Run Bridge, carrying CR 09 over West Virginia Fork of Fish Creek in Wetzel County, the "U. S. Army Private First Class Howard Bissett Memorial Bridge"; and, be it 

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U. S. Army Private First Class Howard Bissett Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
