SENATE RESOLUTION 13 (By Senators Clements, Oliverio, Smith (Mr. President), Azinger, Barrett, Bartlett, Boley, Chapman, Charnock, Deeds, Fuller, Garcia, Grady, Hamilton, Hart, Helton, Jeffries, Martin, Maynard, Morris, Phillips, Queen, Roberts, Rose, Rucker, Stuart, Takubo, Tarr, Taylor, Thorne, Weld, Willis, Woelfel, and Woodrum) [Introduced February 25, 2025] Memorializing the life of Wanda Porterfield Casto, wife, mother, grandmother, sister, and dedicated public servant. Whereas, Wanda Porterfield Casto was born the daughter of Gordon Taylor (G.T.) and Annabelle (Snead) Porterfield, in Bluefield, West Virginia, in 1943; and Whereas, The Casto family moved to Charleston where Wanda graduated from Charleston High School in 1961; and Whereas, During her working years, Wanda Porterfield Casto’s organizational disposition and secretarial skills allowed her to excel in her career. Her employments included FMC – Ordinance Division; Office Manager for Rogelio T. Lim, MD; part-time bookkeeper for Lynn Gianola, CPA; part-time secretary for her beloved husband, David Casto, Appraiser, for almost 55 years; and Whereas, Wanda Porterfield Casto dedicated herself to the West Virginia Senate for 34 years as a part-time Secretary/Administrative Assistant, where she worked for several senators on both sides of the aisle, imparting her institutional knowledge on newer members and staff and always displaying her masterful organizational and task-driven skills; and Whereas, Wanda Porterfield Casto considered the West Virginia Senate her “Happy Place”, where she loved those who she worked with and treasured the connections she made throughout her career under the dome; and Whereas, Wanda Porterfield Casto was a loyal and faithful believer in Jesus Christ. Wanda was an active member of Cross Lanes Bible Church for nearly 40 years and an active member of Bible Center Church the last 15 years; and Whereas, Wanda Porterfield Casto deeply loved and cared for her family, current and past neighbors, co-workers, church families, and anyone who crossed her path. Her daily words of encouragement or a shared verse brought warmness to others; and Whereas, Wanda Porterfield Casto was married to her beloved husband, David, for 56 years, with whom she shared the joy of having a daughter, Lisa (Chris); her granddaughter, Abbigail (Mark) Davidson; grandson, Austin Michels; great-grandsons, Peyton and Crew Davidson; granddaughter and great-grandchildren of the heart, Leslie, Ian, and Devon Southern; twin sister, Linda Kesting; sisters, Katy Lim and Jackie Rollyson; and so many special nieces, nephews, and many close and special friends; and Whereas, Sadly, Wanda Porterfield Casto passed away at her home on May 20, 2024, bringing an end to a life that was dedicated to public service and service to the Lord; therefore, be it Resolved by the Senate: That the Senate hereby memorializes the life of Wanda Porterfield Casto, wife, mother, grandmother, sister, and dedicated public servant; and, be it Further Resolved, That the Senate hereby extends its deepest sympathies to the family of Wanda Porterfield Casto; and, be it Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to the family of Wanda Porterfield Casto.
