2626 3 (i) "Account holder" means a person who has or

3030 7 (ii) "Minor" means a person who is a resident of
3131 8 Wyoming, who is under the age of eighteen (18) and who is
3232 9 not married or has not become emancipated as provided in
3333 10 W.S. 14-1-201 through 14-1-206;

3535 12 (iii) "Social media company" means a person that
3636 13 is an interactive computer service that provides a social
3737 14 media platform for use;

3939 16 (iv) "Social media platform" means an online
4040 17 forum that a social media company makes available for an
4141 18 account holder to create a profile, upload posts, view the
4242 19 posts of other account holders or interact with other
4343 20 account holders or users.

4747 2 (a) No social media company shall allow a minor to be
4848 3 an account holder on the social media company's social
4949 4 media platform unless the social media company obtains the
5050 5 express consent of the minor's parent or guardian.

5252 7 (b) Each social media company shall deny access to
5353 8 its social media platform for each account holder who fails
5454 9 to meet the verification requirements specified in
5555 10 subsection (a) of this section until the social media
5656 11 company receives the express parental or guardian consent
5757 12 required under subsection (a) of this section.

5959 14 (c) The attorney general shall promulgate all rules

6262 17 (i) The process by which a social media company
6363 18 can obtain parental consent for a minor seeking to open or
6464 19 create an account and be an account holder on a social

7373 5 companies shall verify the authenticity of the parental or
7474 6 guardian consent provided for a minor to open or create an

7878 10 (iv) The methods by which a social media company
7979 11 shall allow parents or guardians to revoke or withdraw
8080 12 consent previously given for a minor to open or create an
8181 13 account and be an account holder on a social media platform
8282 14 and for parents or guardians to revoke or withdraw
8383 15 nonconsent previously expressed and thereafter consent for
8484 16 a minor to open or create an account and be an account
8585 17 holder on a social media platform.

8787 19 (d) The attorney general may pursue any remedy
8888 20 authorized under the Wyoming Consumer Protection Act
8989 21 against a social media company that fails to comply with

9696 6 (a) Except as provided in subsection (b) of this
9797 7 section, this act is effective immediately upon completion
9898 8 of all acts necessary for a bill to become law as provided
9999 9 by Article 4, Section 8 of the Wyoming Constitution.
