School safety and security.

A BILL
for
1 AN ACT relating to education; requiring school districts to 
2 adopt school safety and security policies; creating duties 
3 for the state fire marshal; providing confidentiality 
4 requirements; and providing for an effective date.

8.  W.S. 21-3-137 is created to read:

12 (a)  Each school district board of trustees shall 
13 adopt safety and security policies, including threat 
14 assessment procedures. Not later than school year 2026-

1 school building shall be from the list of approved door 
2 securement devices published by the state fire marshal 
3 pursuant to W.S. 35-9-107(d).

5 (b)  The superintendent of each school district shall 
6 implement the safety and security policies adopted under 
7 subsection (a) of this section.

9 (c)  A school district's safety and security policies 
10 and drafts of the policies shall be confidential and shall 
11 not be deemed a public record available for public 
12 inspection under the Public Records Act. Each school 
13 district board of trustees may develop, discuss and review 
14 safety and security policies under this section in 
15 executive session not open to the public under W.S. 
16 16-4-405(a)(ix) and (xii).

16.  This act is effective immediately upon 
17 completion of all acts necessary for a bill to become law 
18 as provided by Article 4, Section 8 of the Wyoming 
19 Constitution.
