Hathaway scholarship-amendments.

A BILL
for
1 AN ACT relating to the Hathaway scholarship program;
2 clarifying that the definition of "certificate" includes
3 trade certificate programs; requiring students to work or
4 attend graduate school in Wyoming for a specified time in
5 order to receive a Hathaway scholarship; requiring
6 rulemaking; specifying applicability; and providing for
7 effective dates.

12 21-16-1303(b)(intro) and by creating a new paragraph (iv)
13 are amended to read:

2 (a) As used in this article:
3
4 (iv) "Certificate" means a credential other than
5 a degree as defined in paragraph (vi) of this subsection. A
6 "certificate" is
7 degree,
8 an academic year program of study offered by a Wyoming
9 community college

21 (b) Under the Hathaway scholarship program, subject
22 to availability of funds as determined by the legislature,
23 the state shall provide a scholarship pursuant to W.S. 2025STATE OF WYOMING25LSO-01933HB0036
1 21-16-1304 and 21-16-1305 to any student who has been
2 accepted by and enrolls in an eligible institution to
3 pursue a degree or certificate, and who meets the following
4 qualifications :

18The agreement required under W.S.
19 21-16-1303(b)(iv) as created by section 1 of this act shall
20 apply to any scholarship first awarded under the Hathaway
21 scholarship program on or after July 1, 2025.

2 adopt rules necessary to implement section 1 of this this
3 act not later than July 1, 2025.

7 (a) Except as provided in subsection (b) of this
8 section, this act is effective immediately upon completion
9 of all acts necessary for a bill to become law as provided
10 by Article 4, Section 8 of the Wyoming Constitution.

12 (b) Section 1 of this act is effective July 1, 2025.
