7-AN ACT relating to crimes and offenses; amending the crimes
8-of prostitution and solicitation of prostitution to include
9-acts of sexual contact; providing definitions; requiring
10-reports; and providing for an effective date.
11-Be It Enacted by the Legislature of the State of Wyoming:
12-Section 1. W.S. 6-4-101 and 6-4-102 are amended to
13-read:
14-6-4-101. Prostitution; definitions; penalties.
15-(a) As used in this section:
16-(i) "Intimate parts" means as defined by W.S.
17-6-2-301(a)(ii);
18-(ii) "Sexual contact" means touching, with the
19-intention of sexual arousal, gratification or abuse, of
20-another person's intimate parts by the actor, or of the
21-actor's intimate parts by the other person.
22-(b) Except as provided in W.S. 6-2-701 through
23-6-2-710, a person who knowingly or intentionally performs
24-or permits, or offers or agrees to perform or permit an act
25-of sexual intrusion, as defined by W.S. 6-2-301(a)(vii),
26-an act of sexual contact, as defined by paragraph (a)(ii)
27-of this section, for money or other property commits
28-prostitution which is a misdemeanor punishable by
29-imprisonment for not more than six (6) months, a fine of
30-not more than seven hundred fifty dollars ($750.00), or
31-both.

39-Except as provided in W.S. 6-2-701 through 6-2-710, a
40-person is guilty of soliciting an act of prostitution if,
41-with the intent that an act of sexual intrusion as defined
42-by W.S. 6-2-301(a)(vii)
43-defined by W.S. 6-4-101(a)(ii) be committed, that person
44-knowingly or intentionally pays, or offers or agrees to pay
45-money or other property to another person under
46-circumstances strongly corroborative of the intention that
47-an act of prostitution be committed. Soliciting an act of
48-prostitution is a misdemeanor punishable by imprisonment
49-for not more than six (6) months, a fine of not more than
50-seven hundred fifty dollars ($750.00), or both.
51-Section 2. Not later than November 1, 2025 and
52-November 1 of each year thereafter, the county sheriffs
53-shall report to the joint judiciary interim committee on
54-the number of convictions under W.S. 6-4-101 and 6-4-102
55-within their county and on any businesses providing
56-therapeutic massage services that have closed as a result
57-of convictions obtained or charges filed pursuant to this
