A BILL
for
1 AN ACT relating to the administration of the government; 
2 providing a process for publishing and maintaining 
3 executive orders; providing a definition; requiring 
4 previously issued executive orders be published and 
5 maintained on the secretary of state website; and providing 
6 for an effective date.

10.  W.S. 9-1-302(a)(ii) and 9-1-303(d) by 
11 creating a new paragraph (iii) are amended to read:

4 (a)  The secretary of state is the custodian of, and 
5 shall preserve:
6
7 (ii)  All  
8 proclamations of the governor proclaiming the effectiveness 
9 of constitutional amendments, corporate revocations and any 
10 other proclamation designated as a permanent record by the 
11 governor. The secretary of state shall preserve all other 
12 proclamations of the governor for one (1) year and then 
13 deliver them to the department of state parks and cultural 
14 resources for destruction or preservation as it deems 
15 desirable. As used in this paragraph, "executive order"

16 (d)  The secretary of state shall make the following 
17 documents available to the public by publishing the 
18 documents on the secretary of state's official website:

2 Wyoming governor prior to the effective date of this act 
3 that can be reasonably located shall be published on the 
4 secretary of state's official website as soon as reasonably 
5 practicable in accordance with this act. The requirements 
6 of this section shall include executive orders that have 
7 expired.

9.  This act is effective July 1, 2025.
