29	29	6 (a) To obtain the permit required by W.S. 18-5-502,
30	30	7 the owner or developer of a facility shall submit an
31	31	8 application to the board of county commissioners. The

35	35	12 includes an inventory of estimated solid wastes and a
36	36	13 proposed disposal program for the construction, operation
37	37	14 and eventual decommissioning of the proposed facility. For

136	136	2 act shall apply to all wind energy facilities for which a
137	137	3 permit is issued under W.S. 35-12-113 or 18-5-504 on and
138	138	4 after July 1, 2025.

140	140	6 (b) Nothing in this act shall be construed to amend,
141	141	7 alter or impair any contract, lease or other agreement
142	142	8 entered into before July 1, 2025.

146	146	12 (a) The environmental quality council, upon
147	147	13 recommendation by the department of environmental quality,
148	148	14 shall promulgate all rules necessary to implement this act.

150	150	16 (b) The industrial siting council shall promulgate
151	151	17 all rules necessary to implement this act.

154	154	3 (a) Except as provided in subsection (b) of this
155	155	4 section, this act is effective July 1, 2025.

157	157	6 (b) Sections 3 and 4 of this act are effective
158	158	7 immediately upon completion of all acts necessary for a
159	159	8 bill to become law as provided by Article 4, Section 8 of
160	160	9 the Wyoming Constitution.
