93	93	2 certify the exemptions granted pursuant to W.S.
94	94	3 39-11-105(a)(xxiv) to the department. On or
95	95	4 before October 1 the state treasurer out of funds
96	96	5 appropriated for that purpose shall reimburse each county
97	97	6 treasurer for the amount of taxes which would have been
98	98	7 collected if the property was not exempt. The county
99	99	8 treasurer shall distribute the revenue to each governmental
100	100	9 entity in the actual amount of taxes lost due to the
101	101	10 exemption.

103	103	12The exemption provided by this act shall
104	104	13 first apply to the tax year beginning January 1, 2025.

118	118	4 (b) Nothing in this section shall be construed to
119	119	5 impair existing expenditures, awards, agreements, contracts
120	120	6 or other obligations executed prior to the effective date
121	121	7 of this section.

123	123	9 (c) Notwithstanding W.S. 9-2-1008, 9-2-1012(e) and
124	124	10 9-4-207, all unobligated funds that are reverted due to the
125	125	11 appropriations that are repealed in subsection (a) of this
126	126	12 section shall be credited to the general fund regardless of
127	127	13 the original source of the appropriation.

129	129	15There is appropriated one hundred
130	130	16 seventy‑six million dollars ($176,000,000.00) from the
131	131	17 general fund to the department of revenue for the purposes
132	132	18 of providing reimbursement to government entities as
133	133	19 provided in W.S. 39-11-105(a)(xlvi)(C) for losses in
134	134	20 revenue resulting from the homeowner tax exemption as
135	135	21 created by section 1 of this act. This appropriation shall
136	136	22 be for the period beginning with the effective date of this
137	137	23 act and ending June 30, 2027. This appropriation shall not 2025STATE OF WYOMING25LSO-03217HB0130
138	138	1 be transferred or expended for any other purpose and any
139	139	2 unexpended, unobligated funds remaining from this
140	140	3 appropriation shall revert as provided by law on June 30,
141	141	4 2027. It is the intent of the legislature that this
142	142	5 appropriation not be included in the department's standard
143	143	6 budget for the immediately succeeding fiscal biennium.

145	145	8. This act is effective immediately upon
146	146	9 completion of all acts necessary for a bill to become law
147	147	10 as provided by Article 4, Section 8 of the Wyoming
148	148	11 Constitution.
