125	125	10 shall keep a record of the proceedings of the commission

139	139	1 this section, fines and penalties shall be credited to the
140	140	2 pari-mutuel account which shall be used by the commission
141	141	3 for the payment of all expenses incurred in enforcing this
142	142	4 act. On a quarterly basis, the commission shall transfer
143	143	5 amounts within the account in excess of one million five
144	144	6 hundred thousand dollars ($1,500,000.00) to the state
145	145	7 treasurer for credit to the legislative stabilization
146	146	8 reserve account. All fines and penalties collected under
147	147	9 this act shall be paid to the state treasurer and credited
148	148	10 as provided in W.S. 8-1-109. The state treasurer shall pay
149	149	11 out of the account all warrants drawn by the state auditor,
150	150	12 upon vouchers issued and signed by the
151	151	13 or
152	152	14
153	153	15 keep an accurate and true account of all funds received and
154	154	16 all vouchers issued by the commission. All funds received
155	155	17 and all vouchers issued by the commission shall be audited
156	156	18 at least biennially by the director of the state department
157	157	19 of audit or his designee and a copy of the audit shall be
158	158	20 delivered within thirty (30) days after completion to the
159	159	21 governor and the commission. The costs of the audit shall
160	160	22 be borne by the commission. The members of the commission

173	173	12 (a) The president of the Wyoming gaming commission
174	174	13 and four (4) other members of the Wyoming gaming commission
175	175	14 designated by the governor on or before the effective date
176	176	15 of this act, or their successors in the event of a vacancy
177	177	16 or the expiration of a member's term, shall comprise the
178	178	17 Wyoming gaming commission until February 28, 2026.

180	180	19 (b) Except as provided for the members specified in
181	181	20 subsection (a) of this section, the terms of the Wyoming
182	182	21 gaming commission members appointed under W.S. 11-25-103
183	183	22 prior to the effective date of this act shall terminate on

185	185	2 (c) The governor shall submit appointments or
186	186	3 reappointments to the Wyoming gaming commission by the date
187	187	4 specified in W.S. 28-12-101(a)(ii) during the 2026 budget
188	188	5 session.

190	190	7 (d) Notwithstanding W.S. 11-25-101(e), as created in
191	191	8 section 1 of this act, the terms of appointments to the
192	192	9 Wyoming gaming commission specified by subsection (c) of
193	193	10 this section shall commence on March 1, 2026, with one (1)
194	194	11 of the appointments appointed to a term of two (2) years,
195	195	12 two (2) of the appointments appointed to a term of four (4)
196	196	13 years, and two (2) appointed to a term of six (6) years, as
197	197	14 designated by the governor.

199	199	16There is authorized five (5) full-time
200	200	17 positions for the members of the Wyoming gaming commission
201	201	18 under W.S. 11-25-101, as amended by section 1 of this act.
202	202	19 There is appropriated nine hundred sixty-five thousand
203	203	20 dollars ($965,000.00) from the pari-mutuel account to the
204	204	21 Wyoming gaming commission for purposes of providing
205	205	22 salaries and benefits to the members of the Wyoming gaming
206	206	23 commission under W.S. 11-25-101, as amended by section 1 of 2025STATE OF WYOMING25LSO-005210HB0138
207	207	1 this act. This appropriation shall be for the period
208	208	2 beginning with the effective date of this act and ending
209	209	3 June 30, 2026. This appropriation shall not be transferred
210	210	4 or expended for any other purpose and any unexpended,
211	211	5 unobligated funds remaining from this appropriation shall
212	212	6 revert as provided by law on June 30, 2026. It is the
213	213	7 intent of the legislature that this appropriation be
214	214	8 doubled and included in the Wyoming gaming commission's
215	215	9 standard budget for the immediately succeeding fiscal
216	216	10 biennium.
