1414 1 AN ACT relating to legislative process; requiring the
1515 2 installation of an electronic voting system; providing an
1616 3 appropriation; and providing for an effective date.

2222 9 (a) There is appropriated two hundred fifty thousand
2323 10 dollars ($250,000.00) from the general fund to the
2424 11 legislative service office. These funds shall be used only
2525 12 for the purpose of the planning, design, purchase and

2727 1 of the house of representatives and senate chambers at the
2828 2 Wyoming state capitol building. The electronic voting
2929 3 systems required by this act shall:

3131 5 (i) Include the placement of devices located at
3232 6 each legislator's desk or in other locations on the floor
3333 7 of the chambers that allow each legislator to cast a vote
3434 8 by electronic means and that allow vote tabulation by
3535 9 electronic means;

3737 11 (ii) Allow the display of votes cast on the
3838 12 electronic voting systems in the chambers of the house
3939 13 where the vote was cast and on the legislature's website
4040 14 and streaming platform;

4242 16 (iii) Include security measures that, to the
4343 17 greatest extent reasonably practical, assure that all votes
4444 18 recorded as cast by a legislator through the electronic
4545 19 voting system were entered by that legislator and not by
4646 20 any other person;

4848 22 (iv) Include the capacity to perform other

5050 1 excess functionality required by this paragraph can be
5151 2 provided without exceeding the appropriation provided by
5252 3 this act;

5454 5 (v) Be developed under the direction of the
5555 6 legislative service office and shall integrate with the
5656 7 software systems currently used by the Wyoming legislature.

5858 9 (b) The funds appropriated in subsection (a) of this
5959 10 section shall not be transferred or expended for any
6060 11 purpose other than for the planning, design, purchase and
6161 12 installation of the electronic voting system required by
6262 13 subsection (a) of this section. Any unexpended,
6363 14 unobligated amount remaining from funds appropriated under
6464 15 this act shall revert on June 30, 2026. The amounts
6565 16 appropriated in subsection (a) of this section are intended
6666 17 to provide a maximum amount for the electronic voting
6767 18 system provided by this act and shall not be construed to
6868 19 be an entitlement or guaranteed amount.

7070 2 completion of all acts necessary for a bill to become law
7171 3 as provided by Article 4, Section 8 of the Wyoming
