14	14	1 AN ACT relating to legislative process; requiring the
15	15	2 installation of an electronic voting system; providing an
16	16	3 appropriation; and providing for an effective date.

22	22	9 (a) There is appropriated two hundred fifty thousand
23	23	10 dollars ($250,000.00) from the general fund to the
24	24	11 legislative service office. These funds shall be used only
25	25	12 for the purpose of the planning, design, purchase and
26	26	13 installation of an electronic voting system in the chambers 2025STATE OF WYOMING25LSO-03532HB0158
27	27	1 of the house of representatives and senate chambers at the
28	28	2 Wyoming state capitol building. The electronic voting
29	29	3 systems required by this act shall:

31	31	5 (i) Include the placement of devices located at
32	32	6 each legislator's desk or in other locations on the floor
33	33	7 of the chambers that allow each legislator to cast a vote
34	34	8 by electronic means and that allow vote tabulation by
35	35	9 electronic means;

37	37	11 (ii) Allow the display of votes cast on the
38	38	12 electronic voting systems in the chambers of the house
39	39	13 where the vote was cast and on the legislature's website
40	40	14 and streaming platform;

42	42	16 (iii) Include security measures that, to the
43	43	17 greatest extent reasonably practical, assure that all votes
44	44	18 recorded as cast by a legislator through the electronic
45	45	19 voting system were entered by that legislator and not by
46	46	20 any other person;

48	48	22 (iv) Include the capacity to perform other
49	49	23 functions. This paragraph shall be applicable only if the 2025STATE OF WYOMING25LSO-03533HB0158
50	50	1 excess functionality required by this paragraph can be
51	51	2 provided without exceeding the appropriation provided by
52	52	3 this act;

54	54	5 (v) Be developed under the direction of the
55	55	6 legislative service office and shall integrate with the
56	56	7 software systems currently used by the Wyoming legislature.

58	58	9 (b) The funds appropriated in subsection (a) of this
59	59	10 section shall not be transferred or expended for any
60	60	11 purpose other than for the planning, design, purchase and
61	61	12 installation of the electronic voting system required by
62	62	13 subsection (a) of this section. Any unexpended,
63	63	14 unobligated amount remaining from funds appropriated under
64	64	15 this act shall revert on June 30, 2026. The amounts
65	65	16 appropriated in subsection (a) of this section are intended
66	66	17 to provide a maximum amount for the electronic voting
67	67	18 system provided by this act and shall not be construed to
68	68	19 be an entitlement or guaranteed amount.

70	70	2 completion of all acts necessary for a bill to become law
71	71	3 as provided by Article 4, Section 8 of the Wyoming
72	72	4 Constitution.
